1、摘 要最近几年，郑州呈现出经济地位上升、对外开放水平增强、人民生活水平质量提高等良好的态势。国家果断做出郑州建设国家中心城市的战略，而政府立即抓住战略时机，利用国际物流中心建设进一步完善国家中心城市建设。因此，郑州必须倾尽全力建设国际物流中心，促进物流业的快速发展和转型升级，充分发挥出开源节流的作用，增强郑州整体经济实力。在国家中心城市视阈下，郑州建设国际物流中心存在哪些优势和问题，并为其提出建设对策？这将是本文所要研究并解决的一大问题。因此，本文从3个角度分析了郑州国际物流中心建设现状分析，利用对郑州国家中心建设目标分析，引出并认真研究出郑州建设国际物流中心所拥有的区位、人口、战略叠加政策等
2、优势，以及存在郑州综合交通枢纽建设有待完善、多式联运发展有待加强、物流产业体系构建不完善、中小型物流企业转型升级难度大、物流信息化建设存在滞后性、缺乏复合型物流人才的主要问题。然后对孟菲斯、新加坡发展国际物流中心的现状进行全面分析，总结其经验启示，为郑州建设国际物流中心提供有价值的意见。在此基础上，对郑州国际物流中心建设中存在的主要问题，给出有用的建设对策。本文可以更好的将国家中心城市与国际物流中心二者的研究融合在一起。为以后不同学者研究此内容提供理论依据，也可以为不同国家、地区建设国际物流中心时，就存在的问题提供一些有用的意见。关键词：国家中心城市；郑州国际物流中心；建设对策IIIAbstr

14、济结构不断的调整。2016年，郑州GDP达到9130.17亿元，第一、二、三产业比值为2.0:47.3:50.7,第三产业成为郑州经济发展的关键点。所以，在2016年12月，国家先后发布促进中部地区崛起“十三五”规划和中原城市群发展规划，强烈要求郑州建设国家中心城市1。郑州建设国家中心城市是全国大众的愿望，是郑州发展区域经济的核心要素，也是国家重大战略布局，同时该战略的提出给现代物流业的发展提供了重大机遇，即郑州国际物流中心的建设，为我国社会经济发展创造有力支撑。因此，政府立刻抓住并充分利用此机遇。2017年8月14日，郑州召开了第十一届委员会第四次全体（扩大）会议2，会议上详细说明郑州建设国
15、家中心城市所要完成的工作任务，其中的重点之一是，郑州必须倾尽全力建设国际物流中心，促进国家中心城市的建设。2017年12月26日，郑州市政府出台了有关郑州建设国际物流中心的政策，让郑州充分利用所具备各种优势大力建成著名的国际物流中心3，带动郑州整体经济实力，为郑州、河南甚至全国人民创造美好生活。因此，本篇文章是在国家中心城市视阈下，利用对郑州国家中心城市建设目标分析，引出并全面分析郑州建设国际物流中心具备的优势以及存在的主要问题。然后借鉴国外发展国际物流中心的经验启示，在此基础上，进一步针对郑州国际物流中心建设中存在的主要问题，提出有用的意见。1.1.2研究意义（1）理论意义本论文的研究是将国家中心城市和国际物流中心二者联系在一起，经前期大量收集和整理相关参考文献时，发现将二者联系在一起的研究少之又少，大部分都是将二者分开单独进行研究。所以，在此基础上，提出国家中心城市视阈下郑州国际物流中心建设对策研究，可以为以后不同学者研究此内容提供理论依据，也可以为不同国家、地区建设国际物流中心时就存在的问题提供一些有用的意见。（2）现实意义建设国际物流中心是郑州国家中心城市建设的有力支撑。郑州建设国际物流中心，可以为现代物流业提供一个良好的发展环境，以至于更加有力的促进现代物流业的转型升级，使其形成高效的国际物流服务网络4，在这个基础上，带动金融、保险、汽车等其他行业的飞速发展，从而提升
