3、 年 月 日 日期： 年 月 日 志愿者组织与政府的伙伴关系研究以深圳市义工联合会的运作为例 摘摘 要要 “志愿失灵”与“政府失灵”，双方组织目标的实现，以及公民社会的崛起为志 愿者组织与政府伙伴关系的形成奠定了合理性、现实性及合法性基础。十八大提出的 “政社分开”原则，为新时期公共治理中优化志愿者组织与政府的合作指明了方向。 “政社分开”意味着政府与社会组织各自独立又协同合作，这正与伙伴关系的内涵相 契合。 深圳市义工联合会与政府的伙伴关系涉及角色定位、合作意识、服务效能及长效 机制等方面，呈现了双方角色定位较为独立平等、合作意识较为主动、服务效能较为 互补及长效机制较为规范等特点。深圳市义
4、工联合会与政府的伙伴关系实践走在“志 愿者组织与政府伙伴合作”领域的前沿，但因二者主体地位缺乏平等独立性、合作缺 乏主动性、作用缺乏互补性及运行缺乏规范性等因素的影响，致使二者伙伴关系仍需 改进。具体而言，志愿服务资金保障力度不足与政府职能界限模糊影响了二者独立平 等的主体地位；志愿文化宣传力度不够与政府观念转变不到位致使合作主动性受影响； 顶层设计不合理与志愿服务范围不广、专业化不够导致二者功能的互补性不强；而法 律保障机制不健全，志愿服务激励体系不完善与信息渠道不畅通、组织协调性不够则 影响了二者合作的规范运行。 完善深圳市义工联合会与政府的伙伴关系，应围绕“增强主体独立，创造平等地 位”
5、、“ 转变政府观念，提升合作意识”、“ 加强功能互补，形成互利共赢”及 “完善法律体系，形成规范机制”四个方面展开。首先，应提升义工组织自身理念， 多元化资金获取渠道；其次，应加大志愿文化宣传力度，强化公民社会及伙伴文化的 培育力度；再次，应改进政府监管职能，提高从业人员专业素质；最后，应明确制度 规范，完善激励机制，建立及时有效的沟通协作机制。 深圳市义工联合会在我国志愿者组织中占有重要一席。深圳市义工联合会与政府 的伙伴关系的个案研究，将对志愿者组织与政府伙伴关系的完善形成一定的借鉴意义。 关键词：关键词：志愿者组织；政府；伙伴关系 Study on the Partnership bet
6、ween VO and Government, Taking Shenzhen Voluntary Association as a Case Study Abstract Voluntary and Government failure, public interest achieving and the development of civil society establish the cooperation between VO and government its rational, real and legal foundation. Principle of Government
7、-Society-Separation put forward in the 18th CPC National Congress directs the cooperation between VO and government in this new period. Principle of Government-Society-Separation means independent and collaborative relationship between government and Social Organization, which is corresponding to th
8、e cooperation connotation of Partnership. Role positioning, sense of cooperation, service efficiency and long-term mechanism are involved in the Partnership between Shenzhen Voluntary Association(SVA) and government, which presents characteristics like much independently equal , initiative, compleme
9、ntary and normative. The cooperation between SVA and government is being treated a model. However, lacking of independence and equality, initiative, complementary and norms makes their cooperation still need to be improved. Specifically speaking, lacking of capital guarantee in voluntary service and
10、 the blurring of government functional boundaries influence bilateral independence and equality; inadequate propaganda of volunteer culture and misplacement of government conception transformation affect their cooperation initiative; irrational top-level design, narrow range of volunteer service and
11、 its unprofessional lead to their lacking of complementary; defective legal and security mechanism, imperfect volunteer service incentive system, air-bound information channel and lacking of coordination make them operate not so normative. Therefore, strengthening bilateral independence and equality
12、, improving initiative, reinforcing complementary, and consummating norms should be the guidance when improving partnership between SVA and government. First and foremost, updating Voluntary Organization idea and diversifying access to funds are being putting forward; in addition, strengthening the
13、propaganda of volunteer culture and consolidating the cultivation of civil society and partnership culture need to be paid great attention to; moreover, ameliorating the regulating function of government and improving professional quality of employees are in Study on the Partnership between VO and G
14、overnment, Taking Shenzhen Voluntary Association as a Case Study I great need; last but not the least, specifying system specification, ameliorating incentive mechanism and building timely and effective cooperation and coordination mechanism are attached great importance. SVA plays a significant role in the VO of China. The research of partnership between SVA and government would be a reference for VO when cooperating with government.
