4、社会建设理论的创新性成果之一，它启动了中国社会全面培育的进程。社会培育对于处于转型期、尤其是社会化程度不高的中国社会来讲，是个全新的课题，极具探索性和挑战性。社会培育的出发点与归宿点，是以人作为主体的建设，促进人的全面发展。包含三个重要纬度，即思想纬度，培育社会价值观；组织纬度，培育社会组织力；环境纬度，培育社会服务力。积极推进社会功能三大体系的培育，完善和谐社会建设已成为当前和今后相当长一段时期的我国战略发展的主要任务。面对经济社会结构的巨大变革，依托地区，整合社会、凝聚社会、影响社会是最优选择。社区党建是金港镇社区十多年来推进社会建设的一项实践创新，它以党建为核心，以社区为基点，着眼于基础
5、，着眼于培育，探索了一条中国特色的社会培育制度的现实载体与途径，是一项具有开创性的新生事业。基于以上认识，在寻求推进全面推进社会转型、社会整合和社会建设的现实载体与途径时，选择以金港镇社区党建为重点，聚焦研究“基层党组织在推进社会培育中的总体经验、机制与制度安排”。通过理论分析和实例分析的方法，旨在对社区党建在以社会功能发育为重点，培育社会价值观，培育社会组织力，培育社会服务力，推进社会软建设，提高社会的组织度、成长度和成熟度中的独特的功能和作用作理论上的诠释与佐证，从中归纳出若干带规律性、普遍性的知识，力求解答双课题，即回答中国现代化社会执政党在基层社会的地位、功能和制度安排问题；又回答社会
