7、on Check List and Common Questions and AnswersISection ADear Applicant LetterREHABILITATION SERVICES ADMINISTRATIONDear Applicant:The Secretary of Education invites applications for new awards for fiscal year (FY) 2010 under the State Vocational Rehabilitation Unit In-Service Training program (CFDA
8、84.265A and B). This program is authorized by Section 302 of the Rehabilitation Act of 1973, as amended (the Act) and implemented by the subsequent program regulations at 34 CFR Part 385 and Part 388. The purpose of the State Vocational Rehabilitation Unit In-Service Training program is to support p
9、rojects for training State vocational rehabilitation agency personnel in program areas essential to the effective management of the agencys program of vocational rehabilitation services and in skill areas that will enable personnel to improve their ability to provide vocational rehabilitation servic
10、es leading to employment outcomes for individuals with disabilities. For In-Service Training Basic Awards (84.265A) and Quality Award (84.265B) under 34 CFR 388, the In-Service Training program may fund projects designed to:(1) address recruitment and retention of qualified rehabilitation profession
11、als;(2) provide for succession planning; (3) provide for leadership development and capacity building; and(4) provide training on the amendments to the Rehabilitation Act of 1973 made by the Rehabilitation Act Amendments of 1998.States applying for In-Service Training funds must demonstrate and prov
12、ide evidence of need that is fully justified. The documentation must address the following: How the proposed in-service training project relates to the mission of the State-Federal rehabilitation service program and can be expected to improve the competence of all State vocational rehabilitation (VR
13、) personnel in providing vocational rehabilitation services to individuals with disabilities that will result in employment outcomes and/or otherwise contribute to more effective management of the State unit program; How the State VR Unit In-Service Training program responds to needs identified in i
14、ts training needs assessment and how the proposed training relates to the agencys State plan, particularly the comprehensive system of personnel development in section 101(a)(7) of the Act; How the proposed in-service training methods and materials will improve the effectiveness of VR services provi
15、ded to individuals with disabilities and ensure employment outcomes; and How the State VR Unit conducted a needs assessment of the in-services training needs for all of its employees, including a description of the results from this needs assessment. Applicants must address all the requirements described in the State Vocational Rehabilitation Unit In-Service Training Notice Inviting Applications (NIA) for new awards for fiscal years 2010, which is included in this application package.
