5、进程加快，时代的转型往往会引发从未遇过的社会现象，这些特殊的社会现象极有可能引出公共危机。随着新媒体技术乃至互联网技术的发展，舆情引导对公共危机事件的作用日益显现，研究当今时代舆情引导的特点，发现舆情引发公共危机的机理及内涵本质，对于防范公共危机事件的发生和正确处置公共危机事件具有重要意义。 本文经过对研究方法的考量、比对和筛选，选取比较研究法、案例分析法和文献分析法等研究方法进行论文编写研究工作。文章首先研究了雨晴引导了公共危机管理的相关概念，并介绍了萧功秦为代表的新权威主义理论的基本框架。其次，研究对我国当前的舆情引导和公共危机管理现状进行了相关资料收集和分析，并分析了其中存在的问题，包括
6、公共危机管理主体不明、公共危机运作模式不协调、舆情引导方式欠缺、引导与管理事后处理不当等等。在此基础上，文章以新权威主义的视角对公共危机中的有关案例进行了分析，包括成功和失败的案例，通过案例的分析的基础，研究提出了新权威主义视角下的政府公共危机管理中舆情引导的有效对策。包括利用新权威主义来引导当前的社会各方面的改革，完善舆情引导的相关法规改进公共危机管理的方式等。本文利用新权威主义的视角来分析我国当前舆情引导与公共危机管理的成功和不足，具有一定创新意义。不足之处在于由于学识水平和精力有限，对于文中关于舆情监测、分析等技术问题的研究不够深入，公共危机管理实践经验不足，未能全面考虑其它因素和可能的

With the development of new media technology and Internet technology, pu
