11、状态A/0质量环境职业健康安全编 号QB/dpw03-2009名称作业文件页 码第 1 页 共 5 页传染病疫情应急预案1总则1.1 编制目的为有效预防、及时控制和消除各种突发传染病疫情的发生和流行，规范和指导传染病应急处理工作，保护公司员工的身体健康与生命安全，最大限度地降低和消除因传染病疫情给公司生产经营造成的负面影响，确保公司生产经营的顺利进行。1.2 编制依据依据中华人民共和国传染病防治法、突发公共卫生事件与传染病疫情监测信息报告管理办法、全国救灾防病预案、烟台市突发公共事件总体应急预案和烟台港相关规定、公司员工手册、员工安全手册相关规定制定本预案。1.3 适用范围本预案适用于公司范围
12、内发生的所有传染病疫情的预防和控制工作。1.4工作原则1.4.1预防为主，防治结合。坚持“预防为主，防治结合”的工作方针，按照“早发现、早报告、早隔离、早治疗、早防制”的传染病防治原则，提高警惕，加强监测，及时发现病例，采取有效的预防与治疗措施，切断传播途径，迅速控制重大疫病在公司的传播和蔓延。1.4.2依法防控，依靠科学。严格执行国家有关法律法规，坚持“早、小、严、实”的方针，对疑似病例及确诊病例的员工，要做到“及时发现、及时报告、及时治疗、及时控制”。同时，对与疑似病例及确诊病例的员工密切接触者要及时采取隔离控制措施，做到统一、有序、快速、高效。1.4.3统一领导、分级负责。建立由公司总经
13、理领导，由财务行政部牵头负责，各部门经理分级部署的传染病疫情应急指挥小组，在疫情发生时，制定专项的防控方案，统一领导，分级部署，齐心协力做好此项工作。2 危险性分析2.1 公司概况烟台环球码头有限公司（DP World Yantai）是港口企业，专业从事集装箱装卸、堆存、拆装箱、海关监管仓储等业务。码头总面积44公顷，堆场32公顷，海关监管仓库 5500平米，泊位长度700米；配有超巴拿马型集装箱桥吊5台，轨道吊（轮胎吊）11台，集装箱拖车17台，堆高机、正面吊5台。码头位于山东半岛北部城市烟台，濒临黄海、渤海，北与辽东半岛相望，是环渤海湾地区的重要码头之一。公司现有正式员工211名，服务于公
14、司的劳务工人120名。2.2 危险源与风险分析公司作为一个提供码头服务的公开性办公场所，人员流动性大，每天有大量外来人员前来办理业务，同时还有大量外来集卡车司机进出作业，如果他们中有人感染了传染病，就有可能传染给公司员工，进而威胁到整个公司的员工生命安全；公司员工如果在公司外感染了传染病带入公司，也会发生传染病疫情。公司内一旦发生传染病疫情，不仅会严重威胁员工的身体健康，同时隔离受感染人员，会影响公司的正常生产；此外，如果公司内发生传染病疫情，将影响前来公司办理业务的外来人员。总之，公司一旦发现传染病疫情，不仅将严重威胁员工和外来人员的生命财产安全，还会给公司造成恶劣的社会影响。3 组织机构及
15、职责3.1 应急组织体系公司成立传染病疫情应急指挥部，总经理为总指挥（常务副总经理和副总经理在总经理不在时依次顶替总指挥工作），成员包括财务行政部经理和工会主席；财务行政部为应急指挥中心，财务行政部经理为负责人；各部门为防控主体，由各部门经理（副经理、助理）具体负责和组织实施。3.2 指挥机构及职责3.2.1总指挥负责掌握突发传染病疫情发生、发展等方面的情况，组织拟定传染病控制方案；启动紧急控制方案，下达疫情防控命令；全面掌握疫情防控力量，合理进行人力分配和防控布局。3.2.2应急指挥中心负责指挥部指令的传达，协助指挥部收集、了解各方面的信息，做好传染病控制方案的组织实施，在总指挥授权的前提下
16、发布有关信息。3.2.3各部门负责组织和实施防控方案中本部门的相关职责并在完成任务后积极援助其他部门。4 预防与预警4.1 危险源监控4.1.1财务行政部负责与烟台市卫生防疫部门、烟台市医疗卫生机构组织紧密联系，随时接收传染病疫情方面的预警预报以及对公司员工传染病确诊通知，做好传染病预防、控制的安排工作。4.1.2安保室负责保持与烟台港集团安监处的联系，及时将传染病疫情的预警和通知汇报给指挥部。4.2 预警行动4.2.1收到传染病疫情预警预报后，财务行政部要及时报告指挥部，并通过电子邮件、电话、交接班会议等渠道将预报信息和公司安排传达到部门；各部门要将预报和公司安排传达到员工，做到人人知晓。4.2.2公司传染病疫情预警预
