1、新疆师范大学 硕士学位论文 兵团和地方基础教育信息化现状调查与分析 姓名:王芸 申请学位级别:硕士 专业:课程与教学论 指导教师:孙卫国 2011 I 摘 要 21 世纪以来,教育信息化成为全球基础教育改革和发展的趋势之一,我国 也掀起了一场波澜壮阔的教育信息化建设浪潮,在经费投入、建设规模、软硬件 平台等各方面都取得了实质性的进步。 但是大量教育信息化资金投入究竟带来了 什么?质量和效益如何?教育信息化究竟在多大程度上提高了教育质量?因此, 开展基础教育信息化评价成为基础教育改革和发展的重要课题。 改革开放 30 多年来,在党和政府的关心支持下,面向新疆基础教育投资了 数亿元的“义教” 、

2、“农远” 、 “双语教育” 、 “援疆”等工程,极大地改善了兵团和 地方教育信息化的建设面貌,然而,由于历史、自然、经济等原因,兵团和地方 教育信息化的整体水平还较内地明显偏低,仍然面临一系列困难和问题:教育投 入和需求矛盾突出,兵团与地方、城市与乡镇在信息化基础设施建设、信息资源 开发、信息技术培训等方面发展不平衡,差异较大,规模效益堪忧; 怎样衡量和把握学校当前的信息化水平?教育信息化建设将怎样进一步发展? 这些都是本研究要探讨的问题。 本研究的目的旨在借鉴国内外已有研究的基础上, 以教育信息化理论和教育 评价基本理论为指导,建立较为科学的评价指标体系,主要通过问卷调查、访谈 等方法,多维

3、度评价兵团与地方基础教育信息化建设和应用的现状,挖掘发展中 存在的问题,分析问题的原因,进而提出相应的对策建议,为教育行政部门的决 策提供参考。 本论文由八部分组成:第一部分为绪论,阐述了本论文的选题背景、研究目 的、意义以及研究思路方法,对核心概念进行界定以及对目前国内外的相关研究 现状进行述评;第二部分为本研究的理论基础;第三部分阐述建立基础教育信息 化评估指标体系的依据、原则、方法、过程等;第四部分为统计分析问卷调查的 数据和访谈全面了解兵团和地方基础教育信息化的现状; 第五部分指出了兵团与 地方基础教育信息化建设存在的主要问题; 第六部分对兵团和地方基础教育信息 化建设中存在问题的原因

4、进行了探析; 第七部分是针对目前存在的问题和问题存 在的原因,提出了促进兵团和地方基础教育信息化建设和发展的若干策略;第八 部分为结语,在总结与评价研究成果的基础上,指出本研究的不足,为后续研究 确定方向。 关键词:兵团;地方;基础教育信息化;评价 II Abstract Since entered in the 21st century, the education informationization has become one of tendencies of the elementary education reform and development in the whole wo

Our country also has started a mammoth education informationization construction tide and achieved substantive progress, such as in the funds investment, the construction scale, the software and hardware platform and so on. However, what a large amount funds invested on education informationiza

6、tion has brought? How about the quality and benefit? In what degree the education informationization improve the education quality ? Therefore, the evaluation on elementary education informationization become one important research issue of elementary educations reform and development. Reformed and

7、Opened for 30 years, under the Party and governments care and support, we have invested several billions Yuan to Xinjiang elementary education, for example “The Compulsory Education”, “The Country Distance Education”, “The Bilingual Education”, “Help-Xinjiang Plan”, has improved the Corps and Local

8、education informationization construction enormously. However, restricted by historical, social and natural conditions, compared with inland, the Corps and Local education informationizations overall level also obviously low and faced a series of problems: the conflicts between educational investmen

9、t and demands, Corps and Local, the existed gap between the city and countries in informationization basic facilities, information resource development, information technology training; How to measure and learn about current informationization level? How to develop the education informationization c

10、onstruction further? These are the questions which this research needs to discuss. This research uses the current research at home and abroad for referrence, take the education informationization theory and the education appraisal elementary theory as instruction, establishes the more scientific eva

11、luating indicator system. Mainly using questionnaire survey, interview methods, makes a comprehensive investigation on present situation of the Corps and Local elementary education informationization, to summarize the existence question, propose a series of suitable countermeasure of the ethnic mino

12、rity areas development, as to provide reference for government making polices. The paper is composed of eight parts: the first is an introduction, elaborated this III papers background, the research goal, the significance as well as the research technique, the core concept, and summarize the present

13、 literature and present situation of the research; The second part is elementary theory of education informationization appraisal; The third part is the elementary education informationization appraisal systems establishment, basis, the principle, the method, the process; The fourth part is placed t

14、he present situation of Corps and Local elementary education informationization, through questionnaire survey data statistics and interview; The fifth part analyses the Corps and Local elementary education informationization construction problems at present; The sixth part analyses the reason behind

15、 the problems; The seven part puts forward the suggestion and the countermeasure of Corps and Local elementary education informationization construction, proposes suitable strategies of Corps and Local elementary education informationization development in the ethnic minority areas; The eight part i

16、s a conclusion, according to the summary of the evaluation study achievement, pointed out this researchs insufficiency, in order to determine the direction for following research.
