2、部门运转效率的目的，通过 构建各层级的电子政务系统来推进政府部门的办公自动化、网络化和电子化，实现真 正意义上的信息共享，这些已是大势所趋。发展电子政务成为了各国政府行政管理改 革的主要方向和驱动力，也成为各国政府治国不能或缺的工具。 电子政务的发展从根本上看是先进的生产力来推动行政模式的变革，是一项包括电 子信息前沿技术和政府管理体制改革的系统工程，它以先进的电子信息技术为基础， 推动了政府办公流程和行政方式的改变，进而在很大程度上提高了政府部门的工作效 率，拓展了服务范围，改进了服务流程。电子政务的发展不仅是政府管理体制改革的 助推器，其本身就是政府管理改革的一项重要内容，大力发展电子政务
