7、区警务思想萌 生于 20 世纪 30 年代中期，70 年代末 80 年代初在英美等国开始形成理论和计划 并展开实验，随后传播至亚洲、大洋洲等一些国家，20 世纪 80 年代末 90 年代 初引入我国，并逐步与我国传统的基层治安基础工作、群防群治等警务传统相融 合。由于社区警务的思想倡导从根源上控制犯罪和解决社会治安问题，因此很快 被世界各国所广泛认同采纳，如今已经成为一股势不可挡的潮流。 本文以社区警务产生和发展的脉络为线索，系统阐述了社区警务的基本理 论、主要内容以及社区警务的理论依据，介绍了国外几种典型的社区警务模式及 其对我市社区警务的借鉴意义。 本文重点论述了当前我市社区警务建设模式存
8、在 的主要问题，并从警务理念、警务运行机制等方面分析了社区警务存在问题的原 因，并就进一步推进社区警务建设，深化社区警务工作运行机制上进行了研究和 探讨。 警务工作不是一种固定的模式或一成不变的，它会随着社会的发展而发展， 检验一个国家或地区的警务模式好坏的标准应该是看它是否适应社会前进的趋 势、是否符合人民的意愿。把问题作为导向、把社区作为工作依托的社区警务思 想代表着当代警学界对警务问题的理性思考， 为我们更好的解决社会治安问题提 供了理论支持。 通过实践， 我们取得了一些收获， 但我们也更应该清楚地认识到 ， 只有不断创新和完善，社区警务思想才能更好地发展，才能更好地解决社会治安 问题。
