2、际市场竞争力最有效的形式。 战略联盟在企业中的成功运用对高等教育的管理具有借鉴意义。大学无论是学 术部门还是管理部门都出现了“类企业”行为。大学同样具备企业“供应链”的形 态和交易成本；大学之间存在资源的互相依赖，这使得大学在理论上具备了建立战 略联盟的可能性。同时，在我国，研究型大学的投入不足和重复建设、资源配置不 当、资源利用率低下的问题同时存在，相互矛盾,这个问题亟需解决；另外，研究型 大学的“大科学”性质和复合型人才培养的使命也呼唤着研究型大学“单打独斗” 的发展模式变革。因而我国研究型大学的实际表明它们之间具有建立战略联盟的必 要性。 美国大学战略联盟的成功经验、我国大学校际合作的探
3、索和经验教训都给我国 建立研究型大学战略联盟奠定了基础。但我国建立研究型大学战略联盟需要政府采 取积极措施，扩大大学的自主权，消除研究型大学联盟发展的体制性障碍，并从宏 观上给予扶持和推动。同时，研究型大学自身也要树立开放办学观念、竞争与合作 的思想及“替代增长”的观念，在具体的建立战略联盟时，要注意选择合适的联盟 伙伴和有效的战略联盟组织形式，并加强对战略联盟的管理。 关键词：研究型大学 群体发展 战略联盟 华华 中中 科科 技技 大大 学学 硕硕 士士 学学 位位 论论 文文 II Abstract Strategic alliances refer to loose network of
4、 inter-organizations in which at least two firms with equal strengths share mutual advantages and risks, access complementary resources and skills through various kinds of agreements aimed at pursuing a common set of strategic objectives such as holding markets, using resources together. As an entir
5、ely new modern organization form, in the process of achieving sustainable competitive advantages, strategic alliances have been the most rapid, most economical tool for firms globalization strategies, and the most effective way of improving their competitive ability in international markets since 19
6、90s. The administration of higher education can be enlightened by the successful application of strategic alliances in industry. Both the academic field and administration section of a university have the analogous operation to the way of a firm. As an organization, a university also has “supply cha
7、in” and transactional costs, universities themselves also depend on each other in the aspect of resources, which make the universities have the theoretical possibility to set up strategic alliances. In the case of Chinese research universities, there exist two problems contradicting each other, one
8、is the financial deficiency, the other is the duplication of similar projects, the improper allocation of resources and the low efficiency of utilizing resources, which should be addressed in no time. In addition, the essential quality of the “great discipline” of research universities and there mis
9、sioncultivating interdisciplinary talents also call for the reformation of the developing model which is characterized by running a university on its own. Therefore, establishing strategic alliances among Chinese research universities has practical significance. The successful application of univers
10、ity strategic alliances in America and the experience and the lessons of domestic university cooperation activities have set the base for establishing research university strategic alliances. However, the Chinese government should adopt active measures to expand university autonomy, delegate more 华华

For the part of research universities, they should embrace ideas of opening and co-competiti

In the process of forging strategic alliances, they should choose appropriate potential partners and adopt effective forms of alliances, and manage alliances effectively. 15、轻重的 作用。在我国，1993 年 2 月 13 日，国务院提出了中国教育改革和发展纲要关于 “211 工程”的构思；1998 年 5 月 4 日，江泽民同志在北京大学建校 100 周年庆祝 大会上又发表了关于我国要建设有若干所具有世界先进水平的一流大学的宣言。 1998 年 12 月 24 日，教育部在公布的面向 21 世纪教育振兴行动计划中，制订了 “创建若干所具有世界先进水平的一流大学和一批一流学科，使若干所高校和一批 重点学科进入或接近世界一流水平”的目标，正式拉开了我国建设世界一流大学的 序幕。至此，在过去的十多年中，如何在中国建设世界一流大学成为政府部门和教 育界的工作和研究热点。
16、 与“世界一流大学”同样“热”的一个词是“研究型大学” ，在这个问题上，沈 红教授认为： “建设中国的研究型大学是创建中国的世界一流大学的最佳途径。 ”1 王战军教授也指出， “将一批国内大学建设成为世界一流是我国大学发展的远景目 标，而建设一批高水平研究型大学则是实现这一战略目标的必由之路。 ”2这两位著 名学者的观点也得到了大多数学者的一致认同。既然建设研究型大学是形成世界一 流大学的首要前提，那么如何建设中国研究型大学理所当然地成为我们的研究热点 之一。在此背景下，本人的硕士学位论文选题主要基于以下考虑而确定。 1）研究型大学的建设路径。在我国目前的国情条件下建设世界一流大学和高水 平研究型大学的一个突出的问
