To measure the levels (strong, medium and weak) of inter-province higher education systems, the fe
3、atures stated above should be taken into account and compared with each other thoroughly. In order to build a leading province in terms of higher education, it is important to compare, follow and catch up with the advanced provinces. This dissertation analyses the foundation of Hebei to build a stro
4、ng higher education system within the province, states the goal of Hebei in its Mid and long-term Master Plan of educational reformation and development 2010-2020 regarding the construction of a strong higher education province, exams its problems and weakness and raises several solutions and sugges
5、tions. It is hoped that this dissertation may be helpful to Hebei Province in its first year to implement the Master Plan, and especially for its reformation and development on higher education in the future.
