3、体。可以替代资金和自然资源投入，在减小环境损耗的同 时提高劳动生产率，因此人力资本投资已经越来越被重视，本文主要的研究目 的是通过研究人力资本投资对城市竞争力产生的影响，提出对策，发展城市独 有的竞争力。 通过对文献的回顾，分别对人力资本投资和城市竞争力两者发展进行梳理， 提出基于人力资本投资视角下的城市竞争力分析框架及提出评价指标体系，选 择昆明市作为分析用例，利用客观数据和主观评价方法对昆明市的城市竞争力 进行评价，分析影响昆明市城市竞争力的因素，从人力资本投资的角度提出政 策建议。 主要有以下结论： 第一，人力资本投资是长期的，可以是直接影响，也可以是间接影响城市 竞争力。 第二，建立了
4、基于人力资本投资的城市竞争力分析框架，并提出指标体系 对昆明市进行了分析。通过统计数据客观分析以及模糊综合评判主观分析，得 到政策建议。 第三，从人力资本投资的五大影响因素视角，对人力资本投资的政策安排 和城市发展趋势提出了建议。 政策建议实际上包括从以下四方面对城市竞争力进行改善，而这四方面并 不是完全独立的，相互之间依旧存在作用： （1）城市教育环境 城市教育环境的改善是从人力资本的教育、培训投资方面来提升城市竞争 力，这要求其终身学习，也是对其子女的继续培养，创造更好的学习环境，提 高市民及后代的整体素质。 （2）城市生活环境 人力资本投资的医疗卫生保健以及对城市基础设施的投资属于对城市
5、生活 II 环境的改善，这是对城市硬件条件的改善，是城市竞争力得到提升的前提条件。 （3）城市政策环境 城市政策环境也是改善城市人才培养体系的推动力，如政府提高城市技术 创新的奖励政策；对中小企业进行投资补贴，鼓励银行对它们进行放贷，中小 企业发展会更旺盛，实体经济的兴盛往往比投资过剩更能让经济发展；另外， 城市对户籍制度、医疗制度和社会保障体系的改善，可以提高公共卫生的管理 秩序和工作效率，户籍制度和社会保险制度更有利于人才的安居乐业。昆明市 要积极与沿海的开放型城市缩小距离。 （4）城市产业环境 昆明市地处西部，发展相对缓慢，农业牧业与旅游业较为兴盛，这不失为 城市特色，但昆明市目前在发展
6、工业，发展工业必须以科技为基础，发挥人力 资本投资所形成的知识存量的创新效应、乘数效应，以技术和效率来提高城市 的生产率和对人才的吸引力，依次形成的环境优势和产业优势，才能长期可持 续的促进城市竞争力的提高。 关关键键词词：人力资本投资；城市竞争力；分析框架；评价指标体系 III Abstract This is an era of knowledge economy, human resources as the most important countries, urban and industrial development to invest resources is the carr
7、ier of knowledge. It can substitute capital and investment of natural resources, while improving labor productivity. Investment in human capital is increasingly being taken seriously at the same time reduce the environmental loss, In this paper the main purpose of the study is the impact on city com
8、petitiveness through investment in human capital, in order to develop the citys unique competitive. In Review of the literature, we sort out both the development of investment in human capital and urban competitiveness, and then proposed an analytical framework based on the urban competitiveness of
9、human capital investment and at the last proposed evaluation system. Using Kunming city as the analysis cases followed the subjective evaluation way and the objective data evaluate the urban competitiveness and the influencing factors, making policy recommendations from the perspective of human capi
10、tal investment. Here are the main conclusions: First, investment in human capital is long-term, can direct or indirect impact on city competitiveness. Second, establishing the city competitiveness analysis framework based on human capital investment, and put forward the index system in Kunming city.
11、 Using objective analysis of statistical data and fuzzy comprehensive evaluation to get some policy recommendations. Third, from the five impact factors of investment in human capital, propose recommendations on investment in human capital policy arrangements and urban development trends. The policy
12、 proposal to improve the urban competitiveness from the following four interacting point: IV (1)Urban education environment The environmental improvement of urban education is to improve the urban competitiveness of human capital, education, training investment, this requires lifelong learning, also
13、 for their children and create a better learning environment, improve the overall quality of the public and future generations. (2)Urban living environment Medical and health care of the human capital investment and investment in urban infrastructure is the improvement of urban environment, which is
14、 to improve the conditions of urban hardware, and is a prerequisite for urban competitiveness would be enhanced. (3)Urban policy environment Urban policy environment is also the driving force of the city personnel training system, such as the city of technological innovation incentives, investment s
15、ubsidies; for SMEs, to encourage banks to lend to them, the development of small and medium-sized enterprises will be more vigorous, the rise of the real economy often make economic development better than overinvestment. In addition, the urban household registration system, medical system and the s
16、ocial security system, can improve the management of order and efficiency of the public health, the household registration system and social insurance systems more conducive to the talent to live and work. Kunming should actively narrow the distance with the coastal open cities. (4)Urban industrial environment Kunming is located in the west, the development is relatively slow, agriculture animal husbandry and tourism is more flourished.
