3、因此，经济欠发达地区被普遍认为不适宜推进农民集中居住建设社会主义新农村。本文立足于经济欠发达地区江西省武宁县横路乡的新农村建设试点实践。通过实践调查，分析武宁县横路乡新农村建设现状及农村融资问题，认为新农村建设不理想的原因在于缺乏农村建设规划，农村融资供需矛盾、农民融资抵押物缺失及农用地与宅基地捆绑。并借鉴国内外土地融资经验，认为横路乡新农村建设经济发展滞后的原因在于新农村建设后农村土地仍未实现规模化经营、农村内生融资驱动力缺乏及农村生产要素配置不合理。研究结果表明，新农村建设缺乏农村经济增长动力根本原因在于，农用地与建设用地捆绑阻碍了农村土地规模化，农村金融信贷理论薄弱、土地融资法律环境和技
4、术环境不健全，进而造成农村土地融资供需矛盾。因此，本文以农民集中居住为视角，以新农村建设为契机，积极推进农民集中居住规划，实现农村土地规模化，盘活农村土地，并大胆设计一个法律上允许、技术上可行、经济上合理、功能上科学“四位于一体”的土地融资方案，即符合新农村居住功能的集中居住方式与集中居住区，技术可行的集中居住土地改造方式及土地储备方式，法律上允许的农用地与宅基地相分离的土地流转融资方式。关键词：新农村建设土地融资集中居住生产要素AbstractSinceDecember31，2005CPCcentralcommitteeofthestatecouncilOn口romoringtheconst
