1、中南民族大学 硕士学位论文 西部地区循环经济发展研究 姓名：夏涛 申请学位级别：硕士 专业： 指导教师：李忠斌 20080525 中南民族大学硕士学位论文 I 摘 要 我国西部地区由于自然地理位置等方面的原因， 经济发展长期处于落后的状 态， 资源存量和环境承载力两方面都经不起传统资源模式下高强度的资源消耗和 环境污染。如果继续走传统经济发展之路，沿用高消耗、高能耗、高污染的粗放 型经济发展模式,那西部区域经济就不能得到可持续发展，更谈不到赶上发达地 区，并将导致区域之间的差异会越来越大，经济发展更加不平衡。这样，循环经 济作为一种可持续发展的经济发展模式， 就成为了西部区域经济可持续发展的必
2、 然选择。 循环经济是区别于传统经济的一种新的经济形态,是将传统的经济增长方式 由“资源产品废物排放”的开放模式转化为“资源一产品一再生资源” 的封闭式模式。循环经济本质上是一种生态经济,要求运用生态学规律来指导人 类社会的经济活动,倡导的是一种与自然和谐的经济发展模式,强调以循环生产模 式替代线性生产模式,以资源的高效利用和循环利用为目标，以减量化、再使用、 再循环为原则,强调多环节、多组合、全过程的清洁生产，做到生产和消费效益 最大化、污染最小化、废物资源化和环境无害化，以最小成本获取最大的经济效 益、社会效益和生态效益。 然而，西部地区发展循环经济也还存在着不少障碍：1、观念障碍。从政府
3、 到企业到公众，普遍“重经济，轻环境” ，对循环经济的认识不足；2、机制障碍。 现有环境管理制度不健全，对企业的作用不强；发展循环经济会打破现有的利益 平衡机制，会遭到企业和公众的抗拒；3、技术障碍。国家的技术支持不足，西 部企业的科技研发能力弱， 与科研单位的合作程度低， 不利于各层次循环的展开； 4、组织管理障碍。政府环境管理的权力分散，企业内部环境管理的缺失，都不 利于西部循环经济体系的建立。此外资源利用的不可持续性、再生资源的价格和 成本障碍成为西部发展循环经济的桎梏。 因此，西部地区发展循环经济必须从几个方面入手：1、在政府指导下合作 共建循环经济社会；2、实施绿色 GDP 核算制度
4、；3、加快环境保护法规制度的建 设；4、建立和完善环境补偿机制；5、加强循环科技供给与投入；6、建设区域 性中心生态城市；7、建设基于循环经济理念的生态示范园区。 本论文共有五章，包括四部份内容: 第一部分为导言，主要介绍论文的研究背景、研究目的和研究意义。 第二部分为理论篇，包含第一章，分析西部地区在资源约束、环境恶化的新 形势下发展循环经济的重要性。 第三部分为论证篇，包含第二章到第四章，这一部分是本文研究的重点，第 西部地区循环经济发展研究 II 二章详细阐述了西部地区发展循环经济的条件和现状，第三章从总体上，定量化 地分析了当前西部地区各省循环经济发展水平。作者指出，西部地区经过八十年
5、 代改革开放以及后来国家西部大开发， 区域经济可持续发展水平得到了一定的提 高，取得了一定的成绩，特别是西藏和新疆两省的循环经济指标在全国来看处于 中上等水平。但是其他省区的情况仍然不容乐观。第四章对西部循环经济的发展 作出综合评价和诊断。 第四部分为对策篇，提出了解决问题的方法，也就是西部地区发展循环经 济应该采取的对策。 关键词：西部地区 可持续发展 循环经济 中南民族大学硕士学位论文 III Abstract Because of the physical geography situation, the economic development is chronically in sl
6、ow condition in Chinese west regions of our country. All the resource quantity and environmental burden dont stand high strength resource consume and environmental pollution.If we keeped on developing traditional economy, the economic development in west area wouldnt be continuable and catch up with
7、 developed area. Moreove it would make the difference between areaes biger and biger. The economic development would be more imbalance.So the circlar economy become the inevitable choice of continuable development in Chinese west regions as a pattern of economic development. The circlar economy is d
8、istinguishes between the traditional economy one new economic form, is discharges by “the resourcesproductwaste”the open patterntransforms the traditional economical growth way as “the resourcesproductregeneration resources” the close pattern. However, there are a lot of obstruction in developing the circlar economy in Chinese west regions: 1、 Conception obstruction. Government and enterprises and pub
12、lic all “regard economy and look down on environment”,dont understant the circlar economy.2、Mechanism obstruction.The system of supervising environment in existence is distempered,its function isnt strong for enterprises. developing the circlar economy will break the mechanism of benefit balance,wil
13、l be encountered dispute by enterprises and public.3、Technique obstruction. 16、 to calculate； 3、 construct system of protect entironment quickly ； 4 、 constitute and perfect environment mechanism of compensating；5、strengthen science and technologys supplyment and devotion of circulation；6、construct central ecological city of region；7、construct ecological demonstrative section that based on the circlar economy.
