5、nance.Article second these Regulations apply to the financial management of the village collective economic organizations or villagers committees within the administrative area of this province.The collective financial management of the third villages shall abide by the relevant laws and regulations
6、, adhere to the principles of democratic management and diligence and frugality, carry out plan management and strengthen financial supervision.The main task of the fourth village collective financial management is the development of the financial plan; economic accounting; establish a sound financi
7、al management system to manage and use collective funds and assets; to guide and supervise the enterprises and institutions of financial activities; good income allocation.Fifth above the county level peoples government administrative departments of agriculture and Township Peoples Government in cha
8、rge of the administrative areas of the village collective financial management.Sixth rural economic management institutions (hereinafter referred to as the administration institution) is above the county level peoples government administrative departments of agriculture and Township Peoples governme
9、nt executive institution financial management of the village collective, whose duty is to:(1) implementing the laws, regulations and regulations concerning the collective financial management of the village;(two) guiding the formulation of village collective financial management system;(three) condu
10、ct business guidance on the collective financial management of the village;(four) responsible for the supervision of collective financial auditing of the village;(five) manage the funds in the village;(six) entrusted by the financial department, business training, assessment, Title Evaluation and qu
11、alification examination shall be conducted for the financial personnel of the village;(seven) to check and correct the violation of the collective financial management laws and regulations of the village;(eight) other duties assigned at or above the county level peoples government administrative dep
12、artments of agriculture and Township Peoples government.Seventh of the peoples government financial departments at all levels to guide and supervise the work of the village collective financial, audit and other relevant departments and financial institutions, in accordance with the relevant laws and
