2、中，绝大多数企业的安全生产管理相关理念及手段均已比较成熟，特别是发展了很多定量化的安全风险评价和控制手段。然而，我国企事业单位安全管理水平却是参差不齐的，不同类型单位的差异很大。很少有企业能准确熟练地使用定量化或半定量化的安全生产管理手段来进行识别重点管理对象、评价所采取管理措施的有效性等工作。不能衡量，就不能管理。为有效进行企业的安全生产管理，我们迫切需要建立科学、系统的，跟企业管理流程契合的，识别安全生产管理重点对象、评价管理措施有效性的思路、方法。 本文通过对某食品公司在安全生产管理过程中尝试使用的管理方法进行研究和阐述，结合安全管理常用绩效指标、工具的分析，建立了一套用于选择安全管理重
3、点对象、评价安全生产管理有效性的实用的方法，指导选择措施的顺序，验证了该方法的正确性和实用性。 文章首先介绍了安全生产管理在中国发展的简要情况以及安全生产管理相关特性，在此基础上引入了对安全生产管理经济性评价的介绍，进而建立起一套实用的安全管理重点对象选择、安全生产管理有效性的评价方法。其次，文章对企业安全绩效水平和重点管理对象进行了介绍，找出评估企业安全绩效水平的方法 ，为下一步分析企业面对的安全生产风险做出准备。接着，文章从宏观上，将企业面临的风险应用安全成本进行衡量，引入了安全生产风险预警指标，整理并总结了安全成本和安全投入之间的关系；微观上，文章从成本角度、针对具体隐患，讨论并总结了应
4、该采取的最佳控制措施。通过对企业相关数据的整理归纳来验证文中安全管理理念及评价方法的可行性。研究发现，使用简单的方法，就能够方便、快捷地找到安全生产管理重点对象，也能找到经济、有效的安全管理技术措施。 关键词： 安全管理重点对象 有效性分析 TRIR LEC 法 III THE MEASURES USED FOR CHOOSING THE MAJOR OBJECTS OF WORK SAFETY AND ANALYSIS OF MANAGEMENT EFFECTIVENESS IN A FOOD COMPANY ABSTRACT Work safety management is the ma
5、jor method to control hazards so as to avoid industry injury and occupational diseases in corporations, agency, and other organizations. These are mature functions in western developed countries where many quantitative risk assessment tools and control measures have been developed and used well. On
6、the contrary, most Chinese companies cant use these methods smoothly, and there is great difference in using these methods between them. Most of them cant have the capability to use quantitative and semi-quantitative risk assessment tools and control measures to identify the major hazards or chose t
7、he most effective control measures. What you measure, what you will get. Under the circumstances, we all need to establish a series of guidance and methods which can be scientific, systematic and adaptable to companys features. And these methods can use to identify major hazards and assess the effec
8、tiveness of the control measures. We strive to test some methods in a food factory to conform whether some methods are useful to resolve the above issues. Based on using the key performance indicators, common methods, we established a feasible method to identify major hazards and assessing effective
9、ness of control measures. And these also can guide us to sort the order of five control measures, finally we verify it. IV The second part of article firstly introduce brief situation of work safety management in China, and some features of work safety management. It has introduced brief introductio
10、n of work safety management from the point of economical view. Preparing for establishing a series of identifying the major hazards and assessment of risk control measures effectiveness methods. Then, It has introduced the companys safety performance, and has considered that the method to measure th
11、e safety performance has been found. This well prepared for the assessment of companys safety risk. We use safety cost to evaluate the risk which the company faced, and has introduced the safety performance indicator which we found the relation between safety cost and safety improvement investment.
12、We discussed the best control measure should be taken to decrease the risk from the point of economy. In every part of the article, we verified the conclusion based on the next years data. The article concluded that we can find the major hazards for controlling the safety risk from the point of econ
13、omical view, and the most effective, economical control measures can also be found if use the method which the article recommended.
