5、农村过春节。青壮年劳动力外 出打工，留在农村的子女就形成了农村留守儿童。这一群体近年来得到越来越多 的关注：从学术界很多学者对这一问题进行了研究，到社会上越来越多的公益团 体组织也十分关注留守儿童。 本文将焦点集中在农村留守儿童的教育问题上：对于成长期的孩子来说，良 好的教育包括家庭教育，学校教育，社会熏陶教育等直接关系到一个孩子的健康 成长，形成良好的行为习惯，正确的价值观等。而现实却是农村留守儿童由于家 庭的缺失，农村没有引起足够的重视，教育水平落后，农村社区功能不明显等诸 多原因，在成长的关键时期接受的教育十分有限，致使很多留守儿童学习成绩 差，性格孤僻，不良行为多，一度使人们将留守儿童
6、就看做问题儿童。 尽管留守儿童问题已经不是一个新问题，已经有很多人将目光投向了这一特 殊群体，但是这个问题在现实中却依然很严峻，依然没有一个有效的途径加以解 决。本文从公共治理理论视角出发，立足于实践调研，广泛参阅大量学术研究， 对 H 镇农村留守儿童在家庭教育、学校教育、社区教育的实证分析基础上，总结 出留守儿童在教育问题上遇到的问题，并就这些问题在宏观和微观两个层面分析 了原因。本文最终的结果是就现状问题以及问题产生的原因，有针对性的提出解 决办法。本文在公共物品理论的支持下充分肯定政府在解决农村留守儿童教育问 题中的重要作用和地位，在政府不能很好的解决这一问题的现状下，又以公共治 理理论
7、为工具，将多元主体纳入到治理框架中，构建一个具有现实意义的公共治 理框架，这个框架以政治角色的政府作为整个治理框架的统筹者、推动者、秩序 的维护者和服务者，以行政角色的政府、公民、学校、企业和非营利组织作为多 元主体，形成一个就农村留守儿童教育问题为中心议题的治理模式。 山西财经大学硕士学位论文 2 关键词：公共治理，农村，留守儿童，教育 公共治理视角下农村留守儿童教育问题研究 2 Abstract In the 30 years of reform and opening up, Chinas economic has developed rapidly, the same with urb

Large populations are not from natural growth, but a large number of rural labor, those forced to seek more opportunities of employment, leave the countryside, going into the ci

And then the transfer of the labor force does not bring large population migration, because most of theworkers families are still in the countryside, their children are still in the countryside, they back to hometown annual to have the Chinese Spring Festival with their family. The children leav
10、ed at home has formed a special group: rural left-behind children. This group get more and more attention in recent years, many scholars are studied on this issue, more and more public welfare organizations also pay close attention to left-behind children. This article will focus on the education pr
11、oblem of rural left-behind children. For the growth of children, good education, including family education, school education, social education , is directly related to a childs healthy growth, form of good behavior habits and the correct values, and so on. But the reality is the rural left-behind c
12、hildren accept very limited education, due to the lack of family education, the lack education resources in rural areas school, rural community functions weak, and many other reasons. All of these make the left-behind children become more withdrawn, behavior poorly. Even make some people regard the
13、left-behind children as a problem group. Although the left-behind children problem is not a new problem, Many people have pay attention to this special group , but the problem is still very serious in reality. There is not an effective way to solve these problems. In this paper, from the view of pub
14、lic governance theory, based on the practical investigation, widely refer to the l academic research， we have an empirical analysis of the family education, school education, community education of rural left-behind children in the town of H, summarizes the education problems of left behind, and ana
15、lysis the reason in macro and micro level.
