2、成本、提 高资源配置效率，进而增强区域经济的综合实力的重要作用。 武汉城市圈是湖北省的经济心脏地区，加快其区域物流发展步伐，促进其区域 经济一体化进程，是盘活湖北经济，使湖北走在中西部前列的一着好棋。本选题首 先根据城市物流理论及区域物流理论，分析了区域物流与区域经济的相互关系，并 从分析现代物流影响城市圈经济协调发展的诸多要素入手，分别考察了现代物流对 于城市圈经济增长的贡献模式，确定了区域物流对于区域经济发展的作用定位；随 后又对武汉城市圈发展区域物流的宏观经济环境及自身产业环境进行了详细分析， 并结合 SWOT 战略分析工具，对武汉城市圈发展区域物流的优势、劣势、机会与威 胁进行了逐一考
3、察，得出武汉城市圈发展现代区域物流的可行性结论；之后，在分 析国内外区域物流发展政策支持现状的基础上，根据武汉城市圈物流产业发展的现 实情况，提出武汉城市圈协调发展区域物流的相关对策，建议从政府作用、政策支 持体系及政府保障性措施三方面着手，创新区域政府职能，制定相应政策法规，引 导物流业健康稳步。 关键词：关键词：武汉城市圈 区域物流 区域经济 政策支持 II 华华 中中 科科 技技 大大 学学 硕硕 士士 学学 位位 论论 文文 Abstract On the background of economic globalization, the economic relation of th
4、e world has been greatly boosted up. In the regional economic system, regional logistics make up of sub-system in the district economic activities. It breaks the borders in enterprises, industries and even the whole area, which could speed up the emergence of the most fitting logistics moving struct
5、ure in the competition. The whole, consistency and harmony of the logistics activities both in and between the industry organizations can carry on an important responsibility of strengthening the regional economy, thereby developing new industries, optimizing industrial structure, increasing the opp
6、ortunities of employment, cutting the operation cost of enterprises and improving the efficiency of resource allocation. “Wuhan Urban Agglomeration” is the core area of Hubei Province economy. There is a wise idea to flourish Hubei economy by accelerating the “Wuhan Urban Agglomeration” course of de
7、velopment of regional logistics and by promoting its process of regional economic unity. It will make development of Hubei Province ahead of middle-west area of China. This topic started with the analysis of mutual relationship of regional logistics and regional economy, according to the theories of
8、 city logistics and regional logistics. To the analysis of the elements which modern logistics effects the harmonious economic development in the urban agglomeration, I surveyed the dedicative models of modern logistics toward the urban agglomeration economic increase and make sure what effect regio
9、nal logistics would take toward regional economic development. Then I analyzed the macro-economic environment of regional logistics and industry circumstance in Wuhan urban agglomeration in detail. And the advantage, weakness, opportunity and threat of development of regional logistics in Wuhan urba
10、n agglomeration were considered one by one along with tools of SWOT strategy analysis. Then some feasibility results on developing modern regional logistics in Wuhan urban agglomeration would draw from these series of analysis. After that, an analysis would take place about the reality of policy sup
11、port for regional logistics development both in home and abroad. 15、1.1 选题意义选题意义 随着全球信息化和经济一体化趋势的发展，城市圈地位日益突出。影响城市圈 经济增长的因素呈现多样化和复杂化的态势，以信息化为主要支撑要素的区域物流 打破单一企业、行业乃至区域的界线，在竞争中通过相互协调和统一，创造出最适 宜的物流运行结构，对区域经济的发展起到了促进新型产业形成、优化产业结构、 增加就业机会、降低企业运行成本、提高资源配置效率的重要作用。与此同时，政 府部门也已经开始认识到发展现代区域物流对于提升地区经济整体竞争力的战略意 义，并逐步着手研究和制定有关物流规划与政策。因此，近几年，中国的物流业高 速增长：2004 年上半年，我国社会物流总额达到了 18.1
16、 万亿元，同比增长 32%，物 流业增加值 1969 亿元，同比增长 10.1%；目前为止，我国已有近千个物流园区，20 多个省市和 30 多个中心城市都制定了自己的区域性物流发展规划，并将开发物流园 区作为发展物流的品牌；北京、上海、沈阳、天津都把发展现代区域物流作为调整 经济结构的重要措施并编制了相应的现代物流发展纲要 。但与此同时，我们也应 看到，在区域物流理论严重滞后于实践发展的今天，由于受传统的计划经济体制的 影响，中国物流业条块分割和部门分割严重。从管理体制讲，主要表现为没有一个 统一协调的产业管理机构，从整体上对物流市场进行合理规划，加以引导和协调， 而是由不同的政府部门，不同的部委，不同的地区，不同的运输方式进行规划与投 资，造成资源浪费，重复建设严重，管理下降，难以形成统一的物流市场；经营理 念落后，物流专业化程度低，据统计，我国物流成本占产品成本比重的 30%左右， 而在发达国家这一比重仅为 15%左右；物流企业内部规模较小，技术含量低。因此， 从整体上来讲，我国物流区域化发展仍然处于初级阶段，特别是加入
