2、”下依靠开发区优 惠的土地和税收政策，产业、结构、模式上趋同，重复建设的现象比 较严重。加快产业集聚，形成具有相对比较优势的产业集群是今后各 级开发区发展的趋势，因此，正确发挥政府在省级开发区产业集聚中 的作用，具有十分重要的理论与现实意义。 论文从经济开发区发展历程入手， 分析了各阶段政府所发挥的作 用职能及对园区产业集聚的影响。采用产业集聚理论、新公共经济理 论分析了我国省级开发区发展存在的优势及面临的问题， 并以镇江经 济开发区近几年的发展为例，由此提出了搭建开发区产业集聚平台， 完善地方政府职能作用的对策， 为我国省级开发区持续发展提供了思 路的探索。 第一章对问题的提出和研究的意义进
3、行了分析，对有关开发区、 产业集聚、政府作用等概念进行了阐述,分析了当前省级开发区发展 所面临的机遇和挑战。第二章对国内外相关理论研究进行了综述，从 上海交通大学MPA学位论文 我国省级开发区产业集聚中政府作用研究 II 理论上讨论政府在开发区产业集聚、地方经济发展中的作用。第三章 从我国开发区发展历程着手， 对开发区各阶段政府的主要职责进行解 析，深入探讨了当前我国省级开发区产业集聚过程中政府的作用、职 能定位问题，认为政府主导仍然是开发区发展的最主要驱动力，提出 政府主要的 6 项职能。 第四章以镇江经济开发区产业集聚为例进行分 析，论述政府职能在开发区产业集聚各环节的作用。第五章对完善我

This paper startes from the development history of the economic development areas, analyzes the governments effects and functions in each stage and their effect on industrial clustering of park areas. On the basis of theories of industrial clust
9、ering and new public economy, this paper also analyzes those advantages existing in the development of provincial development areas and problems they are now facing, cites with examples of development of Zhenjiang Economic Development Area in recent years, and brings forward the opinions of building
10、 up development area industrial clustering platform and perfecting local governments function, which provides exploration clues for sustainable development of provincial development areas of China. The First Chapter analyzes the meanings of research of this topic, elaborates concepts of development
11、area, industrial clustering and governments function, and analyzes the opportunities and challenges the existing provincial development areas now facing. The Second Chapter summarizes relevant research theories of domestic and foreign, and discusses in theory the governments functions in industrial
12、clustering of development areas and development of local economy. It considers that the governments domination is still the major driving force for the development of the development areas, and bring forward with the major 6 functions of the government. 14、scusses the effect of governments functions in each part of industrial clustering of development areas, citing with examples of industrial clustering of Zhenjiang Economic Development Area. The Fifth Chapter puts forward with associated suggestions in terms of three aspects of industrial clustering
15、development theory, governments major function and governments activity regulation for perfection of industrial clustering of provincial development areas in China and realization of sustainable and healthy development.
