1、河北经贸大学 硕士学位论文 我国民办高等教育学费确定研究 姓名：孙雅芳 申请学位级别：硕士 专业：产业经济学 指导教师：李建平 20090501 我国民办高等教育学费确定研究 I 摘 要 民办高等教育学费问题不仅关系到广大受教育者及其家庭的切身利益， 而且关系到 民办高校和我国高等教育事业的发展。 改革开放以来，随着我国民办高校的发展，民办高等教育学费如何确定的问题一直 是政府管理部门、理论界以及社会关注的热点。民办高等教育学费的确定是按照一般商 品定价原则确定？还是按照公立高校的原则确定？还是按照民办高校的性质和特点， 建 立独立的学费确定原则和方法？理论界的研究并不充分。 本文通过对民办高
2、等教育学费 确定问题的研究， 试图从理论上探讨民办高等教育学费确定的理论依据以及定价原则和 方法，从而丰富民办高等教育学费的理论研究，为制定合理的民办高等教育学费提供理 论依据。 本文研究的主要内容是： 以研究社会主义市场经济体制下民办高等教育学费确定问 题为主线，探讨民办高等教育学费确定的理论依据，分析民办高等教育现行学费制度存 在的问题，在此基础上提出民办高等教育学费确定的原则、基本公式以及完善民办高等 教育学费制度的相关措施。据此，本文共分五部分，结构如下： 第一部分: 就选题的意义、研究的主要内容、写作方法、主要创新点以及相关文献 综述进行说明。 第二部分：就民办高等教育学费确定的基本
3、理论进行分析，主要分析了民办高等教 育服务的含义、属性及特点，并就民办高等教育学费确定的影响因素进行了探讨。 第三部分: 对我国民办高等教育学费现行制度进行描述，并对学费现行制度存在的 问题进行分析。 第四部分: 建立了制定民办高等教育学费的理论公式。 第五部分：提出进一步完善民办高等教育学费制度的相关措施。 本文在写作过程中主要运用了以下方法：理论分析法。运用价格学、制度经济学等 经济学基本理论，对民办高等教育学费的基本理论进行分析。综合运用定性分析法、定 量分析法、中外比较法等方法，提出了民办高等教育学费确定的基本公式和合理完善我 国民办高等教育学费制度的建议。 我国民办高等教育学费确定研
