1、作业人员安全承诺书（中英文） 作业人员安全承诺书（中英文）OPERATORSSAFETYMITMENT针对中世运坦桑尼亚管道天然气项目特点，为规范作业人员安全行为，防止和杜绝“三违”现象，保障作业人员生命安全和堆场生产作业的顺利进行，特制定本承诺书。ThisistostipulatetheMITMENThereinafterasperthecharacteristicsofSinoWorlinkTanzaniaNaturalGasPipelineProject,hencetospecifyoperatorsconductsafetyincaseof“threeviolation”andguar
2、anteesafetyofoperatorslifeandpropertyaswellassmoothproductionatstoragestation.所有新进现场作业人员都必须认真学习本承诺书。AllthenewmobilizedoperatorsshallseriouslygoovertheMITMENThereby.劳动纪律LaborDiscipline未接受安全教育的作业人员严禁进入生产区域。Noaesstoworkingareasforthoseoperatorswithoutsafetytraining.进入作业现场人员必须按规定佩带劳防用品。Anysitepersonnelt
3、oentertheworkingspotshallwearprotectionequipmentasrequired.作业前，要对参与作业的设备、工具、吊索等按规定进行安全检查，确保合格后方可使用作业。Nouseoftheequipments,tools,hooksorslingsforworkpurposeunlessthestipulatedpre-worksafetyinspectionisalreadyconductedtobeaeptedasqualified.作业人员作业过程中做到不伤害自己，不伤害他人，不被他人伤害。Nohurtorinjurytohimselforotherso
4、rhurtbyothersduringworkprocession.进入作业现场后，不得串岗，嬉戏打闹。Noshiftingpostorhorseplayonceaesstoworkingspot.重要操作岗位人员在岗期间严禁接、打手机。Nouseofcellphoneparticularlyforthoseincriticalposts.未进允许不得进入危险区域，不得穿越吊装区域，严禁在吊车工作半径内逗留或作业。Withoutpermission,noentrancetodangerousareas,nocrossthehoistingsection,nolingerorworkwithin
5、theoperatingradiusofthecrane.任何人员不得在作业现场随意丢弃垃圾等废弃物，作业完毕后要将废弃物清理到指定的地点，做到工完料尽、场地清，确保作业现场的清洁。Nolitteringaboutatworkingspot;incontrast,thewasteshallbedisposedintothegivenplacestoworkoutallmaterialsandclearthesiteforthepurposeofcleanoperatingspot.不准乱动各种开关、设备、设施及驾驶场内机动车辆。Nomessaroundvariousswitches,equip
6、ments,facilitiesandanymotorvehicleinsidethestoragestation.严禁特种作业无有效操作证人员上岗操作；Noworkwithoutvalidcertificateforspecialoperation.严禁违反操作规程操作；Nooperationbeyondspecificationorprocedures.严禁无票证从事危险作业；Noundertakingdangerousoperationswithoutcertificate.严禁脱岗、睡岗和酒后上岗；Nodereliction,sleepatworkanddrunkwork.严禁违反规定
7、运输民爆物品、放射源和危险化学品；Notransportthosecivilexplosives,radiationsourcesanddangerouschemicalsagainstrelativeregulations.严禁违章指挥，强令他人违章作业。Nomandagainstrulesorforcingotherstoworkagainstrules进入作业现场人员要听从现场HSE监督的管理，HSE监督员有权对各类违章行为进行制止、处罚。ThosesiteoperatorsalreadyaesstothespotshallfollowHSEpersonnelorders,whogets
8、theauthoritysolelytoholddownorpunishanyconductsagainstoperationregulationsandrules.劳动保护LaborProtection作业人员都应按照规定配备安全帽、工作服、防砸鞋、手套等必要的劳防用品。安全帽应符合相关标准。工作服应轻便、透气、舒适，适合工作环境和自然环境。防砸鞋必须穿皮制的、超过脚踝的、带有脚趾保护的钢头工靴。Alltheoperatorsshallbe,asperstipulations,equippedwithsafetyhelmets,overalls,safetyshoes,glovesandot
9、hernecessaryprotectionequipments.Andsafetyhelmetshallplywithrelevantstandards.;overallsshallbelightweight,breathable,fortable,suitableforworkingsurroundingsandnaturalenvironment;safetyshoesshallbesteel-headedworkbootsmadeofleatheratleastoveranklestoprotecttoes.凡从事打磨、切割、电焊等对眼睛有伤害的作业，作业人员应当配备适合于该工作的护目
10、镜、面罩或其他防护用品。Thosewhoundertakesuchoperationharmfultoeyesasgrinding,cutting,weldingshallbeequippedwithsuitablegoggles,masksorotherprotectionarticles.所有暴露于噪音水平超过85分贝或指定水平的环境中的人员应配备适当的听力防护设备。Thoseoperatorsexposedtotheenvironmentover85decibelsorstipulatedlevelsshallbeequippedwithappropriateaudio-protecti
11、vedevices.员工进入现场作业区不能佩戴妨碍劳动作业的装饰品。Nowearingthedecorationarticleshamperingfromoperationafteraesstositeworkingareas.劳动防护用品、用具应根据发放标准和使用年限，定期更换。Thoselaborprotectionarticlesorappliancesshallberenewedasperdistributionstandardsanddurableyears.劳动权利和义务LaborRightandObligation作业人员在安全措施不到位的情况下，有权拒绝危险作业。Operato
12、rsareentitledtorejectthedangerousworkoutofsafetyprotection.紧急情况下，在采取必要措施后，可以先行撤离危险区域。Operatorsmayevacuateinadvanceafternecessarymeasuresarealreadytakeninemergency.作业人员必须遵守现场的各项规章制度。Operatorsshallobservealltheregulationsandrulesatsite.出现事故、紧急事件或发现事故隐患应及时向现场HSE管理人员或其他管理人员报告。Anyaident,emergencyorpotent
