2、企业聚集某地，进而吸引为其服务的相关机 构进驻该地，共同构成的群体。这种企业网络组织形式以其独特的竞争力引发学术界和 社会各界的关注，我国产业集群自改革开放以来蓬蓬勃勃，国内外的实践经验表明，地 方政府的支持对产业集群发展具有较大的推动作用。 但地方政府作用也要遵守一定的原 则和途径。本文从地方政府对产业集群的作用入手，对地方政府在产业集群发展中的作 用原则和国内外经验教训进行了较为系统的总结， 并通过问卷调查和实地访谈对上虞市 崧厦镇伞业集群进行实证研究， 客观评价地方政府在崧厦伞业集群发展中的作用及其效 果，提出地方政府推动产业集群发展的对策措施。 实证研究结果表明，地方政府对崧厦伞业集群
3、发展的作用主要体在创业环境建设、 技术激励、中介建设、人才政策和区域营销五个方面。而在对这五个因素的评价中，区 域营销最好， 技术激励和人才政策最差， 创业环境和中介建设处于二者中间。 不同规模、 不同成长阶段、不同产品类型、不同文化类型的企业对地方政府在产业集群发展中的作 用效果评价存在差异。最后基于实证分析结果，提出地方政府推动伞业集群进一步持续 发展的对策措施：引导支持企业技改，促进伞业产业升级；积极实施人才政策，提升产 业创新能力；外引内培，锤炼企业家队伍；转变政府职能，强化服务手段等四方面。 关键词：地方政府 伞业集群 作用评价 浙江大学 MBA 学位论文 地方政府在产业集群发展中的
4、作用研究以上虞崧厦伞业集群为例 III Abstract An Industrial cluster refers to a geographical concentration of the firms engaged in the same, similar or related industries and linked with other local institutions which provide service to them. This network-organization form of the firms becomes the focal of academic
5、research and other social circles attention for its distinctive competitiveness. Industrial clusters in china have been growing flourishingly since china adopted reform and open-up policy. The international experiences have shown that the supports from local government have an important impetus effe
6、ct on the development of clusters; however, the local government has to abide by certain rules and path to exert its influence. From the perspective of local government, this paper systematically summarizes the international experiences and the rules of local governments function on the development
7、of industrial clusters. By means of questionnaire survey and field interview, the author does an empirical research on SongXia (ShangYu. ZheJiang) umbrella cluster, objectively evaluates the local governments function and effect on the development of SongXia umbrella cluster. Furthermore, the author
8、 also put forward some alternative policies on how to enhance the local governments function to promote the development of industrial cluster. The results of empirical research show that, the local governments functions on the development of SongXia umbrella cluster mainly include five dimensions, i
9、.e., construction of entrepreneurship environment, technology incentive, agency service, human resource policy, regional marketing. While evaluates these dimensions, the score of regional marketing is the highest, the scores of technology incentive and human resource policy are the lowest, the score
10、s of construction of entrepreneurship environment and agency service are middling. There are significant differences in the evaluation of the local governments functions on the development of cluster among the firms of different sizes, growth phases, product categories and organizational culture cat
11、egories. Based on these empirical results, the author suggests that the local government may promote the development of SongXia umbrella cluster by the following means: 1. to guide the firms technical reform, accelerate umbrella industry upgrade; 2. to implement active human resource policies, enhan
12、ce the industrial innovation capabilities; 3.to foster a group of entrepreneurs; 4. to change governmental function, strengthen service instruments.
