3、 突发性自然灾害不仅会给人民的生命财产造成重大损失, 也会在一定程度上对不可再生资源的档案造成损害和损失， 档案部门是集中保管档案资 料的重要场所，许多档案拥有着十分珍贵的价值，一旦毁去，将带来严重损失。诸如洪 水等突发性自然灾难给我们的档案工作带来了太多的难题。 这些突发性自然灾害一旦发 生，对档案馆来说，后果是毁灭性的。本文在简要分析突发性自然灾害的内涵和特点的 基础上，论述了各类突发性自然灾害对档案的影响，并对产生档案风险的风险要素及档 案管理工作中存在的问题进行了分析，在以上研究的基础上深入的探究档案风险的识 别、评估，进而提出档案风险的控制措施和策略，以达到安全管理档案的目的，为类似
4、 条件下的档案风险管理提供依据。 论文分为四个章节：第一章绪论简单叙述了本文选题的研究背景、意义、国内外研 究现状及创新点；第二章对突发性自然灾害的定义和特点进行了简单的介绍，并分析了 对档案产生影响的突发性自然灾害的种类以及产生的后果， 为后来论述突发性自然灾害 的具体应对做好铺垫；第三章介绍了档案风险的构成及特征，并将档案风险管理要素划 分为社会环境因素、自然环境因素、人为因素三个方面，从中发现档案风险管理中存在 档案风险管理衔接性差、管理系统性差等问题；第四章重点介绍了档案部门应对突发性 自然灾害的风险管理方法研究，分别从风险识别、风险评估、风险控制三个方面阐述了 档案馆应该怎样开展应对
5、突发性自然灾害的风险管理工作，并以地震灾害为例，按照档 案风险识别、评估、控制流程，对上述方法进行了应用示范。 关键词 突发性自然灾害 档案风险识别 档案风险评估 档案风险控制 Abstract II Abstract China is one of the countries with the most serious unexpected natural disasters which take place frequently and widely. On the one hand, the abrupt natural disasters can cause major personn
6、el and property losses; on the other hand, they does damage to the non-renewable archives generally. Archive department is the important place which storages the Archives. Archives bear the weight of knowledge storage, historical records and inheriting fine culture. Once, the archives that have extr
7、aordinary values are destroyed, and the losses are very serious. The abrupt disasters such as earthquake bring many challenges to the archivists. If the abrupt natural disasters take place, the result is devastating for the archives. Based on the feature of abrupt natural disasters, the influences a
8、re discussed in detail. Meanwhile, the risk factors and the management problem are analyzed. According to study results above, the recognition of archives risk and evaluation methodology are study deeply. And then, the control measures and strategy of archives risk are put forward to achieve the pur
9、pose of Archive security management.We hope it can offer the basis for archives risk management under the conditions of similarity. This paper includes four chapters. the research background, importance ,status of the subject and Innovation are introduced in part one. In part two the definition and
10、feature of abrupt natural disaster are introduced simply. It analyzes the classification of abrupt natural disaster and the effect to archival, and set the foreshadowing for the later discussion. In part three the constitution and feature of archival risk are introduced. Through dividing the archive
11、 risk management factors into three parts including social environment factor, nature environment factor and human factor, the systemic problem and the cohesion problem are discovered for the archive risk management. Chapter four emphatically introduced that the archival departments risk management
12、strategy to respond the abrupt natural disaster. The risk management measures that respond the unexpected natural disaster are discussed according to risk identification, risk assessment and risk control in detail. Take the earthquake disaster for example, The application and demonstration are carri
13、ed out according to the flow risk identification, risk assessment and risk control. 16、章 绪 论 1.1 研究背景及意义 我国的自然灾害的种类多、 地域分布广、 灾害频发经常给人民群众带来极大的损失， 我国是自然灾害危害的重灾国之一，是世界上的气候敏感脆弱区域。自然灾害按发生的 时间可分为突发性自然灾害和缓发性自然灾害两种。 随着人类文明的进步， 科技的发达， 缓变性自然灾害的的危害性将会被逐步控制， 而突发性自然灾害则是威胁人类社会经济 生活的主要因素。 当灾害的发生条件逐渐积累到一定程度后在短时间内爆发的自然灾害 为突发性自然灾害。地震、火山爆发、滑坡泥石流、海啸、风暴、森林大火、水灾、虫 灾及旱灾等都是突发性自然灾害 1，人类经常无法及时有效的防范突发性自然灾害的发 生，因此严重的伤亡事件和重大的经济损失经常发生。 突发性自然灾害不但会危及人类的生命及财产, 也会在一定程度上对不可再生资 源的档案造成破坏及损失。 上世纪六十年代在意大利爆发的特大洪水致使大批珍贵档案 蒙受严重的损坏及丢失。 现在我们还记忆犹新的印度洋海啸不仅给
