1、安徽大学 硕士学位论文 美国联邦政府信息资源管理体制研究 姓名：李晶 申请学位级别：硕士 专业：情报学 指导教师：谢阳群 2010-04 I 摘摘 要要 信息资源管理是 20 世纪 70 年代末、80 年代初兴起于美国的一个新兴的研究领域，它 是指对信息及信息技术、信息设备和信息人员等相关资源的管理, 强调的是信息内容、信 息技术及信息人员等要素的复合性集成管理。政府信息资源管理是信息资源管理的一个重 要分支。政府信息资源管理内生于特定的政治、行政管理制度背景中，实践的主体是行政 机关，信息资源管理的基本制度与体制形成自然不能与整个行政制度脱节。美国政府信息 资源管理体制受到美国基本政治制度的
2、影响：联邦主义原则确立了美国的三级政府体系， 联邦政府州政府地方政府；分权与制衡原则明确了政府信息资源管理的执行主体 是行政机关，国会作为监督机构；法治原则要求信息资源管理活动要严格遵循宪法和法律 的要求。国会出台了包括1980 年文书削减法 、 1996 年信息技术管理改革法 、 2002 年电子政府法在内的一系列法律规范，这些立法与总统签署的总统令以及行政机构制定 的行政法规一同构建了联邦信息资源管理的法律框架。 文书削减法是一部完整的有关 现代政府信息收集、维护、利用和传播的法律，它明确提出了信息资源管理的概念，确定 了政府信息资源管理的具体框架，要求将政府信息管理费用纳入政府财政预算之
3、中。 文 书削减法也因此成为信息资源管理发展的里程碑，并被誉为信息资源管理理论形成的标 志。 2002 年电子政府法的颁行标志着政府信息资源管理发展到了一个新的阶段，它通 过法律赋予政府充分利用信息技术的机会，而更深层次的意义是政府已认识到信息技术是 一种生产力，是机构信息资源的重要组成部分，是能够帮助政府机构提高服务效率的战略 资源。当前联邦政府正探索充分发挥信息技术的效用，推动政府机构信息资源管理的新发 展。联邦政府机构在宪法、法律、总统令和行政法规的框架内，设置专门的管理机构，配 备专业人员自上而下地开展信息管理活动。按照职能范围的大小，可以将联邦政府机构划 分为三个层次， 第一层是领导
4、和监管机构， 负责对整个联邦范围的信息资源进行统筹规划、 协调和监督；第二层次包括内阁级（cabinet-level）的信息资源管理办公室（或首席信 息官办公室） ，包括联邦的 15 个部以及一些独立机构，他们负责实施领导机构制定的项目 并定期汇报项目进展，统筹制定本部门内的信息资源管理政策及项目，制定信息资源管理 战略规划等；第三层次是局级机构（bureau-level） ，这些机构建立了专门的信息资源管 理职能部门，负责本部门的信息事务，向国会和管理与预算局报告，协调部门之间的信息 活动。在上述每一层次机构内，官员们依据联邦法律、总统令、行政法规、机构规章等开 展信息资源管理活动。美国联邦
5、政府的信息资源管理体制呈现出集中协调的特点，这一体 II 制在互联网高速发展的信息时代继续延续并得到不断发展完善。我国的政府信息资源管理 应积极借鉴美国的经验，完善信息资源管理法律、法规，加强信息资源管理机构建设，强 化信息资源管理人员队伍建设，加快开发跨机构的信息项目。 本文采用文献调研、网上资料调研等研究方法分析了美国联邦信息资源管理体制的经 验及对我国的启示。 本文共分为七个部分。第一部分介绍了研究背景及国内外的研究现状。第二部分论述 了美国联邦政府信息资源管理形成的制度背景。第三部分论述了美国政府信息资源管理体 制的立法背景。第四部分分析了美国联邦政府信息资源管理的组织制度及人员配备。
6、第五 部分概述了网络环境下美国联邦政府信息资源管理体制的特点。第六部分分析了美国的经 验及对我国政府信息资源管理体制建设的经验与启示。第七部分是本文的结论。 关键词 关键词 美国；信息资源管理；管理体制；中国政府信息资源管理 III Abstract Information Resources Management (IRM) is a new research field from the end of the 1970s and the early 1980s,which means make the management of information,Information Techno
7、logy(IT),information equipment,information staff and related resources,emphasizing the integrate management of information content ,IT ,information staff and related factors.Government information resources management is a major branch of this subject. Under the unique circurmustance,the main force
8、of government information resources management is administrative organ ,so that it cant exist without administrative system.American government information resources management system is inside of American political institution,affected by it. The principle of Federaliam is three-level governmental
9、systems,which are U.S. governemt ,state governments and local governemts. The principle of decentralization and balance shows that administrative organizations are responsible for the application of information resource management and Congress is supervision institutions. The principle of law emphas
10、izes that IRM must comply to the requirement of the laws and regulations. A great number of legislations authorised by Congress,such as Paperwork Reduction Act of 1980, Information Technology Management Reform Act of 1996 , E-Government Act of 2002 , and executive orders and administrative regulatio
11、ns form the legal framework for U.S. governments IRM. Paperwork Reduction Act is the complete law on the collection, maintenance, use and dissemination, and disposition of information by or for the modern government. It defines the information resources management, formulates the frame for governmen
12、t information resources management and requests government to bring information management expense into government finance budget. Paperwork Reduction Act also hereby becomes the milestone to the information resource management development , and is honored as the symbol to the formation of informati
13、on resource management theory . E-Government Act of 2002 also becomes the milestone to the information resource management development ,which offers another opportunity for government to make full use of IT and make the government to recognize the important value of the IT. IT is the kind of product
14、ivity and is the vital part of the governments information resource management, as the kind of strategic resources ,which can help the government to improve its efficiency. The same as the 20 years ago,record management evolving into information resources management ,the government is trying to make
15、 full use of IT and accerlerate the development of the government information resources management.Under the laws, regulations, executive orders and administrative regulations,the government sets the special administritive organs and professionals to carry out information management activities from
16、IV centralization to localization.We devide the whole government system into three levels:The leading institutions and supervision institutions are in the top level,which serve for the plan and cooperation of the governments information resources management; Cabinet-level management departments are in the second level,including fifteen departments,which play the part in the make of reulations and in the application of information resources management strategy inside of thei
