2、两大部分，一是针对具体的业务需求，设计并成功开发了 “离退休人员养老金发放管理系统” 。该系统的主要功能包括对各类业务信息的管理、 分析与维护，具体包括对各单位信息、离退休人员信息、供养人员信息、养老金信息等 的综合管理，并能够针对用户需要在对相关数据进行业务分析的基础上产生相应报表， 并允许用户有选择的打印；二是采用指纹识别技术对参保人员的指纹进行采集与比对， 包括参保人员指纹的活体采集或卡片采集、参保人员指纹的活体比对或卡片比对。 离退休人员养老金发放管理系统采用传统的C/S架构进行分析与设计，采用目前比 较流行的ROSE技术进行数据建模，并在SQL Server 2005中进行了物理实现
3、，生成了相 关的数据表。由于本系统的数据交互相对较多，所以选用数据操纵性较强的 Powerbuilder语言进行软件的具体开发。在采用指纹识别技术上，为了更好的完成与该 技术的无缝连接，系统采用容错性与可移植性较强的Visual Basic 语言进行相关模块 的设计与开发。 离退休人员的养老金在发放过程中，可能会因为单位搬迁、变更及离退休人员离开 本地区到外地或国外居住，致使离退休人员生存状态难以确认，从而导致冒领现象的发 生。在综合管理系统的基础上有效结合指纹识别鉴定技术，能够有效地解决上述问题， 并且也是目前最安全、最可靠的身份验证方法，已经被社保部门所认可。 离退休人员养老金发放管理系统

5、 exponential form, which makes it an urgent problem to manage the issuance of pension better. In order to strengthen the construction of a harmonious society and guarantee the benefits of retired staff, the Social Security Department of Xingtai Personnel Bureau suggested to develop the management sy
6、stem of issuing pension for retired staff on the basis of a scientific and overall research and analysis. Thus, the research of this project is extremely important. The research contents of the paper include two parts. In the first part, the management system of issuing pension for retired staff has
7、 been designed and successfully developed according to the specific business demands. The functions of this management system are managing, analyzing and maintaining various kinds of business information. In another word, it can manage the information of working units, retired staff, support staff a
8、nd pensions it can make a corresponding report forms according to the demands of users by analyzing the related data and it can permit the users to print the information selectively. In the second part, the technology of the fingerprint identification is adopted to collect and compare the fingerprin
9、ts of insurants including the collection insurantsfingerprints and cards, and the comparison of their finger prints and cards. The management system of issuing pension for retired staff adopted C/S construction in analyzing and designing, using Rational Rose UML CASE tool.Meanwhile Physical Database
10、 was designed by using SQL Sever 2005 and relational database tables were developed.Since there are many Interactive Data, Powerbuilder is adopted to develop the system for its maneuverability. As for fingerprints identification technology, Visual Basic is adopted to design the related modules for i
11、ts fault tolerance and transferability. In the course of issuing pension for retired staff, its hard to confirm the survival state of retired staff because the working unit relocates and changes or because the retired staff leave for other cities or countries. Therefore the phenomena of false claim
12、happen often. The integrated management system combined with the technology of fingerprint identification is the effective way to solve these problems. Being the most secure and reliable way to establish the identity so far, it has been approved by the social security department. The management syst

It effectively solved the problem of managing the issuance of pensions for retired staff and avoided the phenomena of false claim. So it produced so much favorab

16、口老龄化进程的加快，离退休人员人数呈指数形式递增，并且我国经济实力不断地 增强，国家对工资标准也进行了多次的调整，与此同时离退休人员养老金也进行了多次相应的调整， 对养老金的发放管理要求更加地及时和准确。所以，以前手工处理工资业务的方式已经不能够适应 工作的需要。在国家大力地推进和发展信息化建设的形势下，如何能够充分地利用现代计算机技术， 改变以前传统的手工处理方式，转为采用现代化办公手段和工具，充分提高养老金发放工作的质量 和效率，使养老金发放管理工作实现信息化、科学化、规范化、现代化，已成为养老金管理部门的 极为重要的任务。 离退休人员的养老金在发放过程中，可能会因为单位搬迁、变更及离退休人员离开本地区到外 地或国外居住，致使离退休人员生存状态难以确认，从而导致冒领现象的发生。要防止养老金冒领 现象的出现，保证养老金社会化发放能够准确、及时到位的前提条件是能够准确确认参保人的生存 状态，但国内社保机构长期以来还没有一个行之有效的手段来解决这个问题，而我国每年要向社会 保险部门提供几千亿的财政补贴， 养老金的严重流失无疑会给国家造成巨大的财政压力和财政浪费， 随着我国人
