AsIbegin,IthankPresidentClintonforhisservicetoourn
2、ation. AndIthankVicePresidentGoreforacontestconductedwithspiritandendedwithgrace. Iamhonoredandhumbledtostandhere,wheresomanyofAmericasleadershaveebeforeme,andsomanywillfollow. Wehaveaplace,allofus,inalongstoryastorywecontinue,butwhoseendwewillnotsee.Itisthestoryofanewworldthatbecameafriendandlibera
3、toroftheold,astoryofaslaveholdingsocietythatbecameaservantoffreedom,thestoryofapowerthatwentintotheworldtoprotectbutnotpossess,todefendbutnottoconquer. ItistheAmericanstoryastoryofflawedandfalliblepeople,unitedacrossthegenerationsbygrandandenduringideals. ThegrandestoftheseidealsisanunfoldingAmerica
4、npromisethateveryonebelongs,thateveryonedeservesachance,thatnoinsignificantpersonwaseverborn. Americansarecalledtoenactthispromiseinourlivesandinourlaws.Andthoughournationhassometimeshalted,andsometimesdelayed,wemustfollownoothercourse. Throughmuchofthelastcentury,Americasfaithinfreedomanddemocracyw
5、asarockinaragingsea.Nowitisaseeduponthewind,takingrootinmanynations. Ourdemocraticfaithismorethanthecreedofourcountry,itistheinbornhopeofourhumanity,anidealwecarrybutdonotown,atrustwebearandpassalong.Andevenafternearly225years,wehavealongwayyettotravel. Whilemanyofourcitizensprosper,othersdoubtthepr
6、omise,eventhejustice,ofourowncountry.TheambitionsofsomeAmericansarelimitedbyfailingschoolsandhiddenprejudiceandthecircumstancesoftheirbirth.Andsometimesourdifferencesrunsodeep,itseemsweshareacontinent,butnotacountry. Wedonotacceptthis,andwewillnotallowit.Ourunity,ourunion,istheseriousworkofleadersan
7、dcitizensineverygeneration.Andthisismysolemn pledge:Iwillworktobuildasinglenationofjusticeandopportunity. IknowthisisinourreachbecauseweareguidedbyapowerlargerthanourselveswhocreatesusequalinHisimage. Andweareconfidentinprinciplesthatuniteandleadusonward. Americahasneverbeenunitedbybloodorbirthorsoi
8、l.Weareboundbyidealsthatmoveusbeyondourbackgrounds,liftusaboveourinterestsandteachuswhatitmeanstobecitizens.Everychildmustbetaughttheseprinciples.Everycitizenmustupholdthem.Andeveryimmigrant,byembracingtheseideals,makesourcountrymore,notless,American. Today,weaffirmanewmitmenttoliveoutournationsprom
9、isethroughcivility,courage,passionandcharacter. America,atitsbest,matchesamitmenttoprinciplewithaconcernforcivility.Acivilsocietydemandsfromeachofusgoodwillandrespect,fairdealingandforgiveness. Someseemtobelievethatourpoliticscanaffordtobepettybecause,inatimeofpeace,thestakesofourdebatesappearsmall.
10、 ButthestakesforAmericaareneversmall.Ifourcountrydoesnotleadthecauseoffreedom,itwillnotbeled.Ifwedonotturntheheartsofchildrentowardknowledgeandcharacter,wewilllosetheirgiftsandunderminetheiridealism.Ifwepermitoureconomytodriftanddecline,thevulnerablewillsuffermost. Wemustliveuptothecallingweshare.Ci
11、vilityisnotatacticorasentiment.Itisthedeterminedchoiceoftrustovercynicism,ofmunityoverchaos.Andthismitment,ifwekeepit,isawaytosharedacplishment. America,atitsbest,isalsocourageous. Ournationalcouragehasbeenclearintimesofdepressionandwar,whendefendingmondangersdefinedourmongood.Nowwemustchooseiftheex
12、ampleofourfathersandmotherswillinspireusorcondemnus.Wemustshowcourageinatimeofblessingbyconfrontingproblemsinsteadofpassingthemontofuturegenerations. Together,wewillreclaimAmericasschools,beforeignoranceandapathyclaimmoreyounglives. WewillreformSocialSecurityandMedicare,sparingourchildrenfromstruggl
13、eswehavethepowertoprevent.Andwewillreducetaxes,torecoverthemomentumofoureconomyandrewardtheeffortandenterpriseofworkingAmericans. Wewillbuildourdefensesbeyondchallenge,lestweaknessinvitechallenge. Wewillconfrontweaponsofmassdestruction,sothatanewcenturyisspare dnewhorrors. Theenemiesoflibertyandourc
14、ountryshouldmakenomistake:Americaremainsengagedintheworldbyhistoryandbychoice,shapingabalanceofpowerthatfavorsfreedom.Wewilldefendouralliesandourinterests.Wewillshowpurposewithoutarrogance.Wewillmeetaggressionandbadfaithwithresolveandstrength.Andtoallnations,wewillspeakforthevaluesthatgaveournationb
15、irth. America,atitsbest,ispassionate.InthequietofAmericanconscience,weknowthatdeep,persistentpovertyisunworthyofournationspromise. Andwhateverourviewsofitscause,wecanagreethatchildrenatriskarenotatfault.AbandonmentandabusearenotactsofGod,theyarefailuresoflove. Andtheproliferationofprisons,howevernecessary,isnosubstituteforhopeandorderinoursouls.
