1、 I 摘 要 摘 要 我国水资源短缺，且污染问题日益严重。为实现我国建设生态文明的战略目标， 作为公用事业的水务行业应在加强水资源的保护、开发和利用方面发挥积极的作用。但 是由于管理体制等方面的原因，水务行业存在较多弊病，发展缓慢。随着市场化改革进 程的加快，水务行业的竞争格局将日趋复杂化、激烈化。生存与发展是每个水务企业都 必须直面的问题。 南方水务有限公司是长期从事水务管理和运营的资深企业， 在探索改革发展路径， 谋求企业多元化、 规模化和产业化发展等方面起步较早， 取得了较多阶段性成果。 但是， 如何进一步壮大企业实力，形成核心竞争力，使企业获得可持续发展的保证，南方水务 有限公司也面临
2、着战略性选择。本文作者以多年从事水务企业管理的实践经验为基础， 通过运用企业战略管理理论、 有关水务行业的研究成果以及 SWOT 和 PEST 战略分析工 具，对南方水务有限公司外部环境、内部条件进行了较为详实、深入地分析，提出了南 方水务有限公司的企业使命、总体发展战略、阶段性发展战略目标以及市场、人才、财 务、技术、企业文化等分战略，并对公司发展战略实施推进的创新提出了一些建议，从 而构建了南方水务有限公司系统的战略体系。 通过研究，作者认为，良好的行业前景和外部环境，有着较多竞争优势的南方水 务有限公司面临着难得的发展机遇。 南方水务有限公司应立足于水务这一具有较好发展 前景的行业，在不
3、断完善内部管理，努力整合各项资源，巩固现有发展成果的基础上， 实施进攻型战略，积极运用资本运营手段，加快扩张步伐，延伸产业链，形成水务一体 化运营格局，使规模和能力都实现质的提高，努力将公司打造成跨区域、跨行业、跨所 有制的专业水务运营企业集团,在水资源的保护、开发和利用中作出更多的贡献，以实 现企业与社会的和谐发展。 本文属于应用性研究，对南方水务有限公司的战略制定有着重要的参考价值，并 可为其它水务企业提供借鉴。 关键词：企业战略；生态文明；水务行业；水务一体化 关键词：企业战略；生态文明；水务行业；水务一体化 II Abstract Abstract China is short of

In order to realize the strategic target of constructing ecological civilization in China, water affair industry, as a kind of public utility, should play a positive role in strengthening the protection, the development and the utilization
5、 of water resources. However, due to the causes relating to management mechanism, quite a few problems can be found in the water affair industry, which slows down the development of water affair industry. With the speed-up of the market-oriented reform, competitions among the water affair industries
6、 have been becoming ever-increasingly intense and complex. Every individual water affair enterprise is in face of the problem of existence and development. South Water Affair Company. Ltd. (SWACL) is a senior enterprise in water affair management and operation. It has attained staggered achievements
7、 in exploring a road of reform and development, in seeking the diversified, scaled and industrialized development of the company. However, SWACL is also in face of a strategic choice of how to further improve the strength of the enterprise and form the core competitiveness for the purpose of guarant
8、eeing the enterprises sustainable development. Based on his own experience in water affair management, the present author, by taking advantage of the theories relating to the strategic management of enterprises, the concerned research achievements in water affair industry and the strategic analysis
9、tools including SWOT and PEST, makes a detailed and in-depth analysis of the external environment and the internal conditions of SWACL, puts forward the enterprises mission, the overall development strategies, the staggered development target, and the branch strategies concerning the development of
10、market, talents, finance, technology and enterprise culture, etc., offering some suggestions for the innovation of promoting the companys strategic development, constructing a strategic system of SWACL. The research shows that, thanks to the good industry prospect and external environment, SWSCL is
11、embraced with a rarely-encountered golden chance of development. SWSCL should be established in this industry that is of a bright future, making great efforts to ever-increasingly perfect the internal management, to integrate various resources and strengthen its present development achievements. Eff
12、orts should also be paid to follow the offensive strategy, to take use of the capital operation measures actively, to speed up its expansion, to extend its industry chain, thus forming an all-in-one operating pattern of water affair, making it possible for the essential improvement of the companys s
13、cale and capability, III enabling the company to become a professional cross-regional, cross-business and cross-ownership-system water-affair-operating enterprise group, offering its contribution to the protection, development and utilization of water resources, realizing the harmonious development
14、of both enterprise and society. The present thesis is an applied research which is of important reference value for the making of the strategies of SWACL and can provide other water affair enterprises with valuable advice.
