NTEST） ” 与“ 习思学习档案（SEAS LEA RNING PORTFOLIO） ” 构成的适合中国学情的“ 习思综合评价体系” 该评价体系旨在全面、 科学地检测学生的英语语言水平和语言应用能力，更好地促进我国外语评价和测试的改革， 最终建立适合中国英语学习和教学特色的评价测试体系 全国基础教育英语综合能力竞赛（ 习思能力竞赛, SEAS COMPETENCECONTEST） " 是 “ 习思综合评价体系”的重要组成部分它 以 教 育 部 《 英语课程标准》分级教学目的为基础， 吸取了国内外在基础外语教育的目的、内容和方式等方面研究的多元成果，体现了创新意识和“ 多元目的”对部分学生英语实用能力与综合素质的评价形式本竞赛由中国教育学会外语教学专业委员会主办，北京博富曼习思文化发展有限公司承办，《 学生双语报》 、《 双语学习报》协办北京师范大学外国语言文学学院、 广东外语外贸大学研究生处对竞赛试题的命制工作给予了大力支持以下 是 对 “ 全国基础教育英语综合能力竞赛（ 习思能力竞赛） ” 一级、二级两个小学段级别预赛、复决赛内容的具体说明，以便于一线英语教师对参赛学生 进行有效的赛前。
一、 命题指导思想“ 全国基础教育英语综合能力竞赛（ 习思能力竞赛） ”分为预赛、复决赛和全国总决赛三个阶段小学段一级、二级预赛和复决赛竞赛题的命题指导思想如下：1 .有助于促进学校英语教学和素质教育， 有助于进一步研究和进一步发展“ 习思项目” ，有助于英语学习优秀且全面发展的学生脱颖而出2 .基 于 教 育 部 《 英语课程标准》关于一级、二级的级别目的规定， 但不拘泥于英语课程现时的研究成果，在多元目的体系、多元文化、多学科渗透、多元智能，以及英语在弘扬中华文化中的应用等方面有所突破3 . 试题选用的语料贴近时代、贴近生活、贴近学生语言和内容充足考虑全国各省份大多数学生的英语水平和认知限度 试题命制以“ 全国习思考试办公室”提供的相应本学段的一级、二级核心词汇和考试规定为依据， 知识点覆盖充足， 语料话题和体裁呈多样化4 .根据本学段学生生理和心理特点以及认知水平， 竞赛题型既有学生较为熟悉的常规测试题型， 也有用于测试学生能力倾向、智力水平、跨文化和学科知识或常识等内容的其他题型（ 约占全卷试题总量的15%左右）， 力求试题新奇、活泼、益智和图文并茂，给参赛者的英语学习带来积极的影响和正面的反拨效果。
5 .预赛和复决赛均为大规模的语言测试为保证竞赛的信度和效度, 并便于操作，竞赛题以客观性试题为主，主观性试题的赋分不超过全卷总分的20%o全国总决赛充足体现学生合作学习和实践活动等特点6 .鉴于参与预赛的学生数量较大，预赛试题的整卷难度系数控制在0 . 7左右， 旨在让参赛者感受“ 重在参与”的同时，又能使3 %的优秀学生脱颖而出复决赛试题整卷难度系数控制在0. 55左右，其区分度略高于预赛 预赛和复决赛的命题原则基本保持一致7 .相关研究结果表白，学生听的能力与其口语表达能力有较大的相关性(270 % )»故一级、二级竞赛听力部分的试题数量及分数权重都较常规考试偏大8 .因赛事在新学期初进行( 即刚开学两个月) ， 竞赛题的难度相对偏低二、 竞赛范围与内容适宜小学段学生参与的一级、二 级 “ 全国基础教育英语综合能力竞赛( 习思能力竞赛) ”是根据教育部颁布的《 英语课程标准》一级、二级教学目的规定，以 及 “ 全国习思考试办公室”提 供 的 “ 习思能力竞赛” 一级、二级核心词汇和考试规定拟定的测试内容 它吸取了国内外在基础外语教育的目的、内容和方式等方面研究的多元成果，体现了创新意识和“ 多元目的”对部分学生英语实用能力与综合素质的评价形式。
