11、h development; specification established the business Taiwan account附件：大唐陕西发电有限公司反违章管理办法第一章 总 则第一条 反违章是电力企业贯彻“安全第一，预防为主，综合治理”方针的重要工作，是落实安全生产责任制的重要形式，是超前管理、预防事故、减少事故的重要手段，是杜绝人员责任事故的核心内容。为了进一步规范反违章工作的开展，落实各级管理人员的安全责任，加强对检查发现问题的整改和考核，通过反违章工作提高公司系统的安全生产水平，依据集团公司安全生产工作规定和大唐陕西发电有限发电公司（以下简称发电公司）安全监督管理导则的有关
12、规定，制定本办法。第二条 违章的含义违章泛指违反安全生产的各种法律、法规、规定、规范、规程、条例、标准、制度、措施和办法的现象和行为。第三条 违章的类别制度性违章。指企业安全生产管理方面的制度、标准、规程、措施和办法等，存在与法律、法规、行业规范、行业标准及上级的有关制度相违背的条款，或在对安全生产管理水平的要求上低于上述文件规定，以及缺少有关规定的现象。行为性违章。指企业从事与安全生产相关工作的人员，违反安全生产有关制度中规定的职责、程序、工艺、方法等的行为。装置性违章。指生产设备的安全状况存在不符合规程规定的缺陷及危险的运行方式、用于保证人身安全的设施达不到相关安全标准或安全设施缺失的状态
13、。第四条 违章的表现形式作为型违章。指违反有关制度中诸如“严禁”、“不准”、“不得”、“禁止”等条款的规定进行作业的行为。不作为型违章。指违反有关制度中诸如“必须”、“应当”、“要”等条款的规定进行作业的行为。第五条 反违章的内容反违章工作包括规章制度知识培训、照章作业行为培养和违章事实发现处理等环节的内容。规章制度知识的培训教育是反违章工作的基础。必须通过安全知识和安全技能的教育培训，使每个职工都充分了解并熟练掌握规章制度的内容和要求，熟悉违章作业对自身安全的危害，提高照章作业的能力和自觉性。照章作业行为培养是反违章工作的基本方法。必须通过正确的行为习惯养成教育和严密的作业管理程序闭锁，从工
14、作人员的思想深处消除违章的意识和冲动，使照章工作成为人们工作时考虑的首要问题和下意识里的第一选择。违章事实发现处理是反违章工作的关键。必须通过对违章事实的及时发现，制止违章行为可能带来的严重后果；必须通过对违章责任人的严厉处罚，加大实施违章行为的成本，加深员工对违章行为后果的记忆，教育更多的人，体现反违章工作的根本宗旨。第二章 反违章的责任制第六条 发电公司反违章工作由主管生产的副总经理负责组织；安全生产部主任负责反违章工作的制度支持和责任制落实；安全生产部各主管专工按照分管的专业对企业的制度性违章、装置性违章经常进行检查，安全监督主管负责对基层企业（以下简称企业）的行为性违章经常进行检查，并
15、对所有类型的违章信息进行收集，定期进行分析和通报。第七条 企业的安全第一责任人负责本企业反违章工作的组织，并负责反违章责任的落实和制度性违章的查处。第八条 企业分管生产的副职协助企业安全第一责任人，负责组织分管范围内反违章工作的正常开展，并负责反违章机制的建立和行为性违章的查处；总工程师协助安全第一责任人，负责组织技术规程的修编、安全技术措施和组织措施的制定及落实，并负责装置性违章的查处。第九条 企业各部门的反违章工作由部门的一把手全面负责，其他干部管理人员分工负责。第十条 企业企业的安全监督部门及各级监督专责负责对反违章工作的开展情况、责任制落实情况和考核、整改情况进行监督，建立反违章报告机
16、制；对各部门反违章工作的开展、责任制的落实和上报的违章事项定期进行汇总，分析违章的趋势，提出超前性的工作建议，及时向企业各级安全第一责任人报告。第十一条 各企业必须制定反违章工作的具体规定，明确各部门在反违章方面的分工和各级管理人员在反违章工作中的具体职责，并将该职责纳入各部门和各级人员的岗位工作标准。企业必须在反违章工作的具体规定中，必须明确每项具体操作中的操作人、监护人、班长、值长的反违章责任；明确每项具体作业中签发人、负责人、监护人、工作组成员、许可人、值班负责人等的反违章责任。自上而下地落实反违章的责任制。第十二条 各企业必须制定严厉的违章现象处罚细则，把对违章行为的考核作为月度考核的重要内容。第三章 反违章的例行工作第十三条 发电公司安全生产部每年要向在发电公司年度的安全生产工作会议上汇报上年度的反
