2、 experience of oil wholesale and retail projects consulting and is well placed to evaluate retail sites operation information being sought by Aramco Asia.We are therefore pleased to submit the following proposal which will be conducted jointly with the global ICIS Consulting team.1 STUDY BACKGROUNDP

3、etroChina is building a refinery in Anning of Kunming city, Yunnan province (Yunnan Projecf). Aramco Asia was invited to acquire equity participation in the Yunnan Project. Additionally, parties agreed to extend their cooperation to the marketing area (wholesale and retail businesses) for oil produc

4、ts in Yunnan province.The Yunnan Project includes development and construction of a 260 MBD high conversion green-field refinery in Yunnan province, PRC, which is designed mainly to process Arabian Crude.The refinery will produce high quality product slate designed to meet the stringent ultralow sul

5、phur fuel specifications (Euro IV at least) that are expected to be gradually adopted in all China through next five to ten years. The crude feedstock will be delivered to the refinery gate via the 440 MBD Sino-Myanmar crude oil pipeline system currently being constructed by another subsidiary of Pe

6、troChina. The pipeline is under construction and is expected to be completed prior to the completion of the Yunnan Project, possibly in the first half of 2015. The refinery will also produce some basic petrochemical, which are mainly propylene and mixed-xylene.In light of the above, Aramco Asia is s

7、eeking bids from Consultants to conduct an operational due diligence services on acquiring targets wholesale and retail business of oil products in Yunnan province, specifically the oil sites assets, operation, marketing, HSSE management and their logistic efficiency.Based on the results of the due
