1、大使在性别平等和妇女赋权：推动妇女走在时代前列”主题活动上的致辞（双语）尊敬的各位嘉宾、同事，女士们、先生们：大家好！很高兴能同墨西哥、丹麦、肯尼亚等世界妇女大会主办国常驻团、联合国妇女协会、普遍权利组织”合办此次活动。欢迎各国常驻团、人权高专办、消除对妇女歧视委员会、联合国妇女署、联合国人口基金、学术机构和民间社会等各方面的积极参与。世界人权宣言、维也纳宣言和行动纲领是性别平等、妇女人权理念的基石。1995年第四次世界妇女大会通过北京宣言和行动纲领以来，男女平等的共识日益得到强化，全球妇女事业取得显著进展。同时，由于种种原因，各国各地区仍然存在妇女发展水平不一，男女权利、机会、资源分配不均的
2、情况。各种全球性挑战此起彼伏，使妇女权益保护面临更加复杂严峻的挑战。重申世界人权宣言和维也纳宣言精神，以平等、包容、可持续方式落实北京宣言和行动纲领仍然任重道远。中方在此呼吁：一是支持妇女建功立业。妇女是人类历史的创造者、社会进步的推动者。中方支持各国结合本国国情制定科学合理的发展战略，提高妇女参与决策管理水平，推动妇女成为各行各业的领军人物，发挥“半边天”的重要作用。在中国，投身乡村女童教育事业的张桂梅、在太空发出妇女节祝福的航天员王亚平等杰出女性家喻户晓，彰显女性楷模的力量。二是帮助妇女摆脱贫困影响。推动妇女参加社会和经济活动，能有效提高妇女地位，极大提升社会生产力和经济活力。我们支持将妇
3、女脱贫纳入顶层设计，同时提高妇女参与就业的素质能力和平等机会。“扶贫先扶志与智“，中国以技能培训I、资金帮扶等方式，持续帮助妇女创业增收。2021年，中国脱贫攻坚取得全面胜利，近5000万农村贫困女性人口全部脱贫，全面提高了中国妇女享有各项人权的水平。三是保障妇女各项权益。将保障妇女权益系统纳入法律法规，上升为国家意志，是确保性别平等的必由之路。中国建立了全面的法律制度体系，在国家和地方各层面开展政策法规性别平等评估机制。在80余万条修法意见基础上，立法机关对妇女权益保障法作出了符合时代要求的修订,进一步强化了司法救济。四是为妇女发展创造良好氛围。男女共有一个世界，消除对妇女的歧视、偏见和暴力
4、，将使社会更加包容、更有活力。中国多渠道开展男女平等基本国策宣传教育，将“去除性别刻板印象”“破除重男轻女想法”等性别平等理念纳入国民教育体系，动员全社会力量不断形成共同尊重和支持妇女的良好氛围。五是加大妇女领域国际合作。全球妇女事业发展离不开各方的共同努力。发达国家应加大对发展中国家的资金和技术援助，缩小各国妇女发展差距。中方通过捐款、设立奖项、开展项目等方式，以行动支持全球妇女事业发展。同时，中方切实履行条约义务，与消妇歧委员会加强沟通，体现了建设性态度。习近平主席已倡议在2025年再次召开全球妇女峰会。中方愿继续同各方加大妇女权利领域合作，为加快实现性别平等、促进全球妇女事业发展提供支持
