1、公共管理是以政府为核心的公共部门整合社会的各种力量，广泛运用政治的、经济的、管理的、法律的方法，强化政府的治理能力，提升政府绩效和公共服务品质，从而实现公共的福利与公共利益。公共管理作为公共行政和公共事务广大领域的一个组成部分，其重点在于将公共行政视为一门职业，将公共管理者视为这一职业的实践者。公共管理职能，是指公共组织在履行公共责任，实现公共目标，向社会提供公共物品和服务的过程中所体现出来的功效与作用。上文公共管理特征中有提到，公共管理的职能是调节和控制，可以说，公共管理职能与公共管理目的和范围紧密相关的。所以说到公共管理职能，就不得不提一下它职能的两个明显特性公共性和服务性。公共性，是因为
2、公共管理产生于对社会共同事务的管理的需要，因而公共管理的主体、目的、性质、特点、社会责任等方面都体现了公共性，公共管理职能便具有了明显的公共性特征。服务性，从利益关系上来说，服务这个概念包含了两层意思：其一，将工作对象的利益放在首位，少考虑、甚至不考虑自身的利益；其二，在从事某种事业时，既为自己营了利，也为别人提供了方便。其实，这两点也是与我们生活密切相关的。比如说服务性。一些政府官员以权谋私，借用手中的权力，谋取大量不义之财，这就是典型的只考虑自身利益，至工作对象，即人民群众的利益于不顾。尤其是与基层民众接触的官员如此行为，导致政府公信力降低，自然，也会阻碍政府公共管理职能的履行。无论公共管
3、理理论还是实践应用的的发展，都不宜闭门造车，而要“敞开大门”。从中国的实际讲，就是不能照搬照抄西方理论，而要结合中国特色，发展一套适合本国国情的理论框架。具体到政府，这个最主要的公共部门，就是要做到专业理论与民情民意两手抓，以期在符合民众意愿的基础上提高工作效率。当下，公共管理身负重任，必须从学科自身的建设和实际应用两方面紧抓不放，贴合时代形势，为国家的稳定和发展发力。我们作为新时代的大学生，专业又是公共管理，对公共管理的相关知识有一定的了解，尽管日后的工作可能于此无关，但理解公共管理，宣传公共管理，督促政府公共管理职能的实施，将书本上的知识运用到实际生活中，也是不可推卸的责任。Public
