2、程造价审计行业已经开始应用，结合目前己有的研究成果和审计工作实践，我们认为，QFD技术是指审计人员旨在提高被审计对象的绩效这里的绩效既指经济效益，也指被审计对象的合规性、合法性等，对被审计对象进行适时评价、持续监督和及时反馈的一种审计模式。QFD技术有效提高了项目建设的质量和效益，有效避免了事后审计“虽然查出问题，但己既成事实，纠正起来难度较大”这一难题，因此其自诞生开始，就得到了社会的普遍好评。从实践效果看，QFD技术在监督财政资金的管理使用、防止损失浪费、促进国家有关政策的贯彻落实、提高资金使用效益等方面发挥了积极作用，取得了显著的成效，更加有效地发挥了审计部门的“免疫功能”，实现了审计理
3、念的改变和审计模式的转变，不仅完善了传统的审计方式，而且推进政府完善制度、改进机制，有效发挥了审计部门的保障和促进作用。 根据现有操作模式和QFD技术的概念，笔者认为:全过程QFD技术，是指在项目实施的各个阶段进行事前、事中、事后控制，采取全程QFD技术模式进行的政府建设项目效益审计。建设项目QFD技术是效益审计的一种新的探索方式，是促进提高项目建设的经济性、效率性和效果性的审计。本文以云南志成工程造价咨询公司引入QFD技术的实践应用为例，主要从客户要求、技术竞争力、服务满意度三个方面进行了叙述。关键词：QFD技术；工程造价；审计；应用；研究Abstract: The quality func

13、肩负的担子越来越沉重，主要是广大用户更为关注的是工程造价审计结果与质量要求的匹配和适合。可以说，工程造价审计质量已经成为用户普遍关注的问题。为此，人们都在力求提高工程造价审计质量的有效途径、方法和策略。工程造价审计必须要提供给用户以准确的项目信息，以满足用户的质量信息需求。这样，不断改进技术，提高工程造价审计质量，已经成为工程造价审计企业孜孜不倦地追求的目标。而市场竞争也越来越激烈，用户的品位需求也越来越高，对工程造价审计及其服务质量的要求也越来越高。所以，准确提供给用户以工程造价方面的准确信息，抓好审计服务质量管理，就成为工程造价审计的重要内容。如果说，工程造价审计质量保证是企业应对用户需求
