1、摘要在西方发达国家，农业政策性金融体系已经有百年的历史了，而我国有关农业政策性金融体系的研究却还处于发展的初级阶段，正处于一个逐渐发展、完善的时期，但是由于相关理论的缺乏，难免在实际的改革过程中出现一定的问题。同时，1998年国务院还将农业发展银行的部分政策性业务，如扶贫贷款、农业的综合开发等业务划分到了国有商业银行，这样不仅使我国农发行的经营业务变得单一，大大的削减了对农业的支持力度，阻碍了我过农业与农村经济的发展，而且还严重的影响到了我国农业银行走向商业化发展的进程，从而大大的削减了了农业政策性金融在我国的正常发展。因此，对我国的农业政策性金融实施必要的改革措施已经成为社会发展的趋势。文章
2、在已有的研究成果的基础之上，通过对农业政策性金融的理论研究，总结国外农业政策性金融体系的发展成果，对我国的农业政策性金融体系进行具体的研究，并提出几点改革的建议与措施。文章具体按照以下步骤展开深入的研究：首先，对论文的研究背景与研究的意义进行阐述，然后对国内外学者有关农业政策性金融的研究状况进行概述，最后将论文的研究方法与论文的框架分别进行介绍。其次，对农业政策性金融进行必要的界定，然而在此基础之上对其理论的基础进行具体的分析介绍。同时，对国外的发达国家与发展中国家的农业政策性金融的发展状况进行详细的论述，并通过对各国家在农业政策性金融举措进行对比研究，为我国农业政策性金融的改革与发展提供一定
3、的借鉴意义。最后，对我国农业政策性金融的发展历史进行介绍，并对目前存在的问题进行具体的论述。同时，对农业政策性金融对当前新农村的建设的意义进行分析，然后针对性的对支持新农村建设的农业政策性金融的改革提出有效建议。 关键词：农业政策性金融；新农村建设；农村基础设施建设；农村经济Abstract In the western developed countries, the system of agricultural policy finance has a hundred years of history, but the domestic research on the system of

15、要重点关注并逐渐完善的一个部门。而农业政策性金融就能为我国农业的发展提供极大的保护与支持，从整体上促进我国农村经济与新农村的建设。然而，目前我国的农村政策性金融体系的建设并没有达到比较理想的状态，与我国社会经济的发展对其的需求程度形成了强大的发差。因此，建立并逐渐完善我国农村政策性金融体系，能够在经济全球化的背景下有力的促进我国新农村的建设与发展，并为新农村的建设提供了必要的保障与支持。1.2 研究意义国外的农业政策性金融体系经过百年的历史已经逐渐走向了完善，而我国的农业政策性金融体系却还处于逐渐发展的阶段，因此在实际的政策改革过程中必然面临着一定的问题，如职能定位不当、缺乏现代化的服务手段、管理体制落后等，使我国农业政策性金融体系的真正作用无法充分的发挥出来。因此，如何深化我国的农业政策性金融体系的建设，并逐渐使之得到完善，用以保护和支持我国现代农业与新农村的建设已经成为目前我国亟需解决的一个重要课题。文章在对农业政策性金融的理论研究的基础上，对国外的农业政策性金融体系进行深入的研究，从而为我国的农业政策性金融体系的构建提供一定的借鉴意义。同时，对目前我国农业政策性金融存在的问题进行深入的研究，并提出支持新农村建
