4、 施 薄 弱 、 水 资 源 的 调 配 能 力 都 还 比 较 低 。 全 省 水 资源开发利用率仅 7 %, 远远低于全国的平均水平, 难以满足社会主义新农村建设的 需 要 。 这 在 一 定 程 度 上 制 约 着 云 南 省 农 业 综 合 生 产 能 力 的 提 高 , 从 而 影 响 了农 村 经 济 持 续 稳 定 健 康 的 发 展 。 所 以 必 须 加 强 农 村 水 利 基 础 设 施 建 设 , 缓 解 农业生产用水存在的供求矛盾。 农 村 水 利 是 农 业 生 产 的 基 础 性 设 施 , 能 够 有 效 的 增 加 农 田 灌 溉 面 积 , 是 提高 农 业
5、生 产 力 水 平 、 增 加 农 民 收 入 的 重 要 保 障 。 由 于 资 金 投 入 的 不 足 , 云 南 省现有的 农 村 水 利 基 础 设 施 大 部 分 面 临 着 年 久 失 修 、 功 能 老 化 、 更 新 改 造 滞 后 等问 题 ; 由 于 缺 乏 有 效 的 组 织 管 理 和 维 护 , 许 多 农 村 水 利 设 施 目 前 均 处 于 无 人 管理的状态,造成大量设施的严重损坏;由于公共财政支持不足、融资方式单一、信 贷 渠 道 不 畅 以 及 主 观 认 识 等 方 面 的 原 因 , 使 得 目 前 云 南 省 的 农 村 水 利 设 施 建设 陷 入
6、 了 投 融 资 困 境 。 解 决 农 村 水 利 设 施 建 设 投 融 资 的 难 题 , 探 求 多 元 化 且行之 有 效 的 投 融 资 模 式 , 是 促 进 云南 省农 村 水 利 设 施 建 设 快 速 稳 健 发 展 的 关 键 所在。 传 统 的 农 村 水 利 基 础 设 施 建 设 往 往 由 政 府 部 门 来 承 担 , 不 但 加 大 了 政 府 的财 政 负 担 和 融 资 风 险 , 也 使 农 村 水 利 基 础 设 施 的 建 设 存 在 着 供 给 投 入 不 足 、 管理 效 率 低 下 等 问 题 , 难 以 满 足 农 村 的 需 求 , 达 不
7、 到 良 好 运 行 的 效 果 。 对 农 村 水利设施的建设采用 PPP 的模式,利用政策吸引鼓励民间资本的投资、建设、经营可解决目前投资不足、 供给主体缺失的问题。PPP 模式有利于减轻 政府的财政压 力 , 提 高 公 共 物 品 的 供 给 。 通 过 市 场 化 的 运 作 , 可 以 增 强 社 会 资 源 的 优 化 配置, 是一个更具社会效益的 融资建设方式。PPP 模式也有利于提高项目建设的运营效率和服务质量 ,改变单独由政府提供时的低效率、反应缓慢等问题。目前,PPP 模式已在城市基础 设施的建设中取得了良好的效果, 有着较为丰富的经验可I中文摘要以借鉴, 因此将 PPP
8、 模 式引入到云南省农村水利建设中 具有巨大的现实意义。 本文以 农村公共产品供给理论和投融资理论为指导, 分析了云南省农村水利设施建设的现状与存在的问题,得出了资金缺乏、投资渠道单一是云南省 农村 水利设施建设的关键问题。认为将 PPP 模式 引入到云南 省农村水利设施的建设中具有现实性和可行性, 同时 以云南泽达 农村水利建设农民专业合作社 为例,对其 采用 PPP 的模式建 设运营农村水利设施 进行了分析,认为 PPP 模式可以使云南 省农村水利设施的建设形成良性循环,推动云南 省农村经济的发展 。 关 键词 : 农村水利 设施 ;投融资;PPP 模式IIAbstractAbstract

Rural water conservancy infrastructure is directly related to the advantages and disadvantages of agricultural production condition, it is the material carriers of agricultural production and business activities, which restricts the development of rural econom

In Yunnan, water resource is relatively sufficient, but the availability of effective water resources are seriously insufficient, water infrastructure is weak, and the deployment of water resources are still relatively lowThe p
11、rovinces water resources development and utilization is only 6.9 percent, far below the national average, it is difficult to meet the needs of new socialist countryside construction. To some extent, it restricts the improvement of the comprehensive agricultural production capacity in Yunnan Province
