1、上海工程技术大学毕业设计（论文） 我国成品油供应链流通模式研究摘 要在当今竞争日趋激烈的成品油市场环境中，我国成品油供应链流通面临的现状是炼油企业与石油销售企业之间职能划分的限制，以及销售企业内部管理层间管理目标的不一致，流通环节被人为分割、供应链条断裂，制约了产销一体化供应链的优化运行，而且必会随着市场竞争的加剧而越演越烈。来自国外的经验表明，在成品油流通中实施供应链管理能够有效地协调供应链不同环节点之间的利益、降低供应链物流成本、提高供应链整体的运作效率。在此背景下,梳理我国成品油的主要模式,分析不同流通模式的绩效及其影响因素,提出如何构建适合我国国情的基于供应链管理的成品油流通模式就成为
2、一个亟待解决的现实问题了。成品油是我国化工品大流通的重要组成部分，但是我国成品油流通成本高，流通损耗严重，产品附加值低，成品油的生产者炼油厂增产不增收，而且“油荒”现象时有发生，其根本原因是我国成品油流通体系不完善。近年来，随着我国经济的快速发展和人民生活水平的不断提高，国内成品油的消费者不再满足于产品数量的供给，而是追求质量、安全、方便等，这对我国成品油的流通也提出了新的挑战。在此背景下，如何改善成品油品质、提高成品油的流通效率就显得尤为迫切。基于供应链管理的成品油流通模式是在应用现代物流管理技术的基础上，解决成品油流通中涉及市场信息、中介组织、加工配送、产品销售等问题的方法。而基于供应链管

13、响我国成品油市场经济秩序和居民的正常生活，如何实现成品油“货畅其流”和“物尽其值”，切实解决“油荒”、“产能过剩“等问题有着重要的战略和现实意义。成品油由于生产的地域性与消费的普遍性造成了成品油在供给与消费之间的矛盾，从而使成品油物流成为现代物流的一个重要难题，并进而影响一个国家经济的可持续发展。落后的成品油物流模式已然成为制约中国经济发展的一个瓶颈。成品油流通是我国化工品大流通的重要组成部分，作为一个发展中的大国，成品油国民经济和社会生活中占有重要地位，在日常生活和消费中也占有十分重要的地位，完善成品油的流通体系对于保障国家安全、促进工业现代化发展、提高人民生活水平具有十分重要的意义。随着我
14、国经济的快速发展和人民生活水平的不断提高，成品油的消费需求发生了重大的变化，消费者不再满足于产品数量的供给，而是追求质量、安全、方便快捷等，这对我国成品油的流通提出了新的挑战，加强成品油流通组织建设，提高成品油流通的市场化、组织化，不断进行成品油流通组织的创新，构建基于供应链管理的成品油流通体系，对于确保安全、便捷、高效的进入流通领域，全方位提升成品油质量，降低成品油流通成本，促进化工产业结构调整，建设我国社会主义市场经济具有重要的现实意义。1 成品油行业物流背景、概念及研究的理论基础随着我国经济的快速发展，成品油的流通在全国范围内快速展开，成品油经营流通渠道和市场开始逐步放开，这样赋予了经营
15、者的更多、更大的自主权，因此为成品油物流的发展创造了良好的外界环境。与此同时，各地方为了缓解成品油供需矛盾各地的成品油批发市场的开始逐步建立，这样极大的推动着成品油生产、加工、配送、销售向一体化经营模式的发展趋势转向。目前，与国外石油公司比较，我国成品油流通过程中物流成本较高，在成品油市场竞争日趋激烈的形势下，降低成品油流通环节成本十分重要。我国成品油流通效率低下、物流成本偏高、损耗的严重已然成为制约中国成品油流通的重要影响因素，这些主要归结于我国成品油流通环节多、物流管理水平十分低、贮藏和运输条件相对落后等原因。解决这些问题的关键因素在于建立相适应的成品油供应链模式，通过优化流通过程、改善流
16、通环境，进而节约物流成本，实现成品油业务的成功转型。1.1 研究背景1.1.1 供应链管理理论的发展供应链管理是一种集成的管理思想和方法，它执行供应链中从供应商到最终用户的物流计划和控制等职能。最早人们把供应链管理的重点放在库存管理上，作为平衡有限的生产能力和适应用户希求变幻的缓冲手段，他通过各种协调手段，寻求把产品迅速、可靠地送到用户手中所产生的费用与生产、库存管理费用之间的平衡点，从而确定最佳的库存投资额。因此其主要的工作任务是管理库存和运输。现在的供应链管理则把供应链上的各个企业作为一个整体，使供应链上分担采购生产分销和销售等职能的各个企业成为协调发展的有机体。我们生活在政治经济国际化、动态化的时代，面对的是市场竞争日益激烈、用户需求的不确定性和个
