1、Abstract摘 要随着市场经济的发展，建设工程招投标制度在我国得到了广泛的应用，成为规范建筑市场竞争的有效手段。然而通过对国内外招投标制度的研究对比，目前由于我国市场经济体制不健全，招投标制度、法律法规不完善，招投标市场中存在许多不规范的行为，严重影响了招投标制度竞争作用的发挥。随着21世纪帷幕的拉开，我国经济发展的已经进入了一个崭新的阶段。在当前国际经济一体化的大环境下，招投标进行规范管理对我国的经济发展更是有着举足轻重的作用。本文基于招投标工作对我国建筑市场规范管理的重要作用，对建设工程招投标制度的规范和管理作了研究和探讨，以期找到解决我国招投标制度存在的问题和解决的方法。本文从国内外
2、建设工程招投标的发展情况入手对比分析。分别以招投标制度的发展，以及招投标制度运行的市场环境两方面为基础，研究我国招投制度目前存在的各种问题和弊端。如：招投标程序不规范，合理的投标报价模式有缺陷，评标标准、方法不科学，招投标过程中的腐败滋生等。最后，提出了本人对招投标制度规范管理的一些见解。纵观招投标全过程，计价尤为重要，要选择合理的承包单位工程量清单的计价模式是各目标实现的保障。对我国建设工程招投标制度进行规范管理，首先就应当从选择科学的计量计价模式入手。其次推行科学的评标标准和方法，最终形成健康、有序的建筑市场。但工程量清单计价模式和合理低价中标方法的推行都不是一个人两个人能完成的事情。这就
