1、word / 中文摘要为了全面查清中国土地利用状况，我国于2007年7月开始开展新一轮的土地调查即第二次全国土地调查，目前该项工作的前期土地调查任务已经完成，已经真实地掌握了全国的土地利用调查数据，但是尚未建立功能强大的土地调查数据管理系统，并在此根底上，完善土地利用动态监测、地籍管理、建设用地审批管理、矿产管理和矿业权交易管理以与土地交易信息管理等土地管理业务平台，以便信息化、网络化地管理土地调查成果，为政府制定社会经济开展、土地宏观调控政策提供支持依据。目前，呼和浩特市已经完成了第二次土地调查任务，并且通过自治区和国家检查验收，开始建设市级土地调查数据库，以便信息化、网络化地管理土地调查成
2、果。本研究充分利用数据库、GIS和网络等技术，设计了呼和浩特市二次土地调查市级数据库，能够实现了集遥感影像、图形、地类、面积和权属等信息于一体的市、旗县区两级互联共享，符合国家和自治区第二次土地调查方案的要求和自治区第二次土地调查市级数据库汇总技术方案的要求，使土地调查成果充分应用于地籍管理、建设用地审批、土地利用总体规划管理、卫片执法监察等日常土地管理业务，从而提供国土资源管理的工作效率，不仅能够向国家提供快速、准确、翔实根底数据，以便于制定土地资源宏观调控和管理决策，而且对满足国民经济与社会开展对国土资源根底数据的广泛需求具有重要的意义。本论文共分为五章：第一章为绪论。这一章主要介绍了论文
3、的研究背景、研究意义，阐述了国外有关土地调查研究的现状以与热点研究方向，并指出存在的问题以与解决问题的方法和研究容，并在本章节末尾，介绍了本研究的技术路线图。第二章为市级土地调查数据库建设研究。本章从数据库建设的原如此入手，介绍了根底数据收集的容与数据预处理方法，阐述了市级土地调查数据库系统概念设计，系统框架，并分析了系统的逻辑结构、数据存储模式与管理模式，并在此根底上，介绍了数据库质量检查方法，并分别给出检查结果评价与处理方法，为下文打下了坚实的理论根底。第三章为市级土地调查数据管理系统。这一章既是本研究的重点又是本研究的核心局部，该章介绍了市级土地调查数据管理系统由数据获取和传输系统，网络
4、系统、数据中心、数据库服务系统、系统安全管理系统和信息化标准等6个子系统组成，并对各个子系统的功能逐一介绍。第四章为市级土地调查数据库应用研究。这一章主要介绍了数据库建成后在国土信息化建设方面的应用，主要是市级土地调查数据库在制图综合编制，土地登记服务，土地利用规划服务、地籍管理与其他方面应用。第五章为结论与展望。根据以上分析得出，呼和浩特市二次土地调查市级数据库建设后，系统框架，逻辑结构、存储模式和管理模式，运行正常。数据获取与传输系统、网络系统、数据中心、数据库服务系统、信息化标准、安全保障系统等6个子系统对地图综合、土地登记、土地利用规划、地籍管理与其他方面有着重要的作用，符合呼和浩特市
