1、资产评估硕士论文：我国城镇化建设中公共投资绩效评估的实证分析摘 要改革开放以来，我国在城镇化建设方面取得了较快的发展，同时也通过城镇化的建设带动了经济社会的发展。而城镇化建设需要公共投资提供资金，对公共投资进行绩效评价有助于人民群众及时了解该项公共投资的使用情况及成果，也有利于及时对公共投资的规模和结构进行调整，从而提高该项公共投资的使用效率。本文一共由六个部分组成：第一部分是本文的绪论，主要是本文的研究意义、选题背景、国内外文献资料、文章的研究内容和采用的研究方法、本文的创新点及不足；第二部分为城镇化建设中有关于公共投资绩效评估的定义及基础理论；第三部分是全面分析城镇化建设中公共投资的发展现
2、状及绩效评估现状；第四部分根据绩效评估的目标、指标体系设置的原则和筛选的方法对我国城镇化建设中公共投资绩效评估指标体系进行构建，将我国城镇化建设中公共投资绩效评估指标分为投入类和产出类指标。其中，将投入指标分为经济型公共投资和社会型公共投资两大类，将产出指标细分为以下五大类型，即城镇化水平、环境资源利用、经济发展水平、基础设施建设以及基本公共服务；第五部分为实证分析部分，首先对本文所采取的实证分析工具因子分析和 DEA 模型进行简要的介绍，然后运用绩效评估指标对全国的城镇化建设数据进行计算，分析全国的城镇化建设中公共投资的实际绩效水平，并发现其中存在的问题；第六部分为结论和研究建议部分，对全文
3、的内容和观点进行总结和归纳。本文对实证结果进行分析，可以看出，全国城镇公共投资的综合技术效率整体上呈现上升的趋势，相较于纯技术效率而言，规模效率还有很大的提升空间，政府应该扩大生产规模，增加要素投入。并提出了如下研究建议：（1）保持合理的公共投资规模（2）完善政府公共投资决策机制（3）完善政府公共投资决策机制（4）强化公共投资监督管理工作等方面提出建议；最后提出了进一步展望。本文的主要贡献是：研究视角上，结合国内外相关文献，构建了符合我国国情的城镇化建设中公共投资绩效评估体系；研究方法上，采用因子分析和 DEA相结合的方法评估城镇化建设中公共投资的绩效。关键词：城镇化建设；公共投资；绩效评估。
4、ABSTRACTSince the reform and opening up, China has achieved rapid development in urbanization construction, and at the same time, it has promoted economic and social development through the construction of urbanization. The urbanization construction requires public investment to provide funds. The p
5、erformance evaluation of public investment helps the people to understand the use and results of the public investment in a timely manner, and it is also conducive to timely adjusting the scale and structure of public investment, thereby improving the efficiency of the use of public investment.This
6、paper consists of six parts: The first part is the introduction of this paper,which is mainly the research significance, the background of the topic, the domestic and foreign literature, the research content of the article and the research methods used, the innovations and deficiencies of this paper
7、; Part of the definition and basic theory of public investment performance evaluation in urbanization construction; the third part is a comprehensive analysis of the development status and performance evaluation of public investment in urbanization construction; the fourth part is based on the perfo
8、rmance evaluation target and indicator system. The principle and screening method are used to construct the public investment performance evaluation index system in Chinas urbanization construction, and the public investment performance evaluation indicators in Chinas urbanization construction are d
9、ivided into input and output indicators. Among them, the input indicators are divided into two categories: economic public investment and social public investment. The output indicators are subdivided into the following five types, namely, urbanization level,environmental resource utilization, econo
10、mic development level, infrastructure construction, and basic public. The fifth part is the empirical analysis part. Firstly, the empirical analysis tool factor analysis and DEA model adopted in this paper are briefly introduced, then the performance evaluation indicators are used to calculate the u
11、rbanization construction data of the country, and the urbanization construction in the country is analyzed. The actual performance level of public investment in China,and found out the problems; the sixth part is the conclusion and researchrecommendations, summarize and summarize the content and vie
12、wpoint of the full text. This paper analyzes the empirical results. It can be seen that the overall technicalefficiency of urban public investment in the country shows an overall upward trend.Compared with pure technical efficiency, there is still much room for improvement in scale efficiency.
