5、pal Peoples CongressJanuary 10, 1996Chapter I General ProvisionsArticle 1 These Regulations are formulated in accordance with the relevant laws and regulations, and in light of the actual conditions of this Municipality, in order to control and eliminate occupational harmful factors, prevent and con
6、trol occupational diseases, protect workers health and promote economic development.The second mentioned in this Regulation refers to the occupation of harmful factors, various factors harmful to the health of workers and the ability to work in the production of labor or other activities in the occu
7、pation (including physical, chemical and biological factors) in general; occupation disease said this Ordinance refers to those who work in the production of labor and other occupation activities, caused by exposure to harmful factors of the occupation and included in the national list of occupation
8、 disease disease.Third units engaged in occupational hazard operations within the administrative area of this Municipality (hereinafter referred to as harmful work units) and individuals must abide by these regulations.Fourth, occupational disease prevention and control work, the implementation of p
9、revention first, prevention and control simultaneously policy.Fifth municipal, district and County Peoples governments shall exercise leadership over the prevention and control of occupational diseases and bring them into the plans for the national economic and social development in their administra
10、tive areas, and organize their implementation.Sixth municipal health administrative departments in charge of the citys occupational disease prevention and control of health supervision.The district and county administrative departments of public health shall be responsible for the health supervision
11、 of the occupational diseases prevention and control in their administrative areas.The labour administrative department shall do well in the work concerning the prevention and control of occupational diseases in accordance with the relevant laws and regulations.Trade union organizations at all level
12、s represent workers and staff members to supervise the prevention and control of occupational diseases.Seventh harmful work units and their competent departments are responsible for occupational disease prevention and control work within the unit and the system.Eighth municipal and district and Coun
13、ty Peoples governments have commended and rewarded the units and individuals who have made remarkable achievements in the prevention and control of occupational diseases.The second chapter is preventionNinth new construction, reconstruction, expansion and technical transformation projects (hereinaft
14、er referred to as construction projects) of occupational health protection facilities, and the main project must be designed at the same time, construction, acceptance at the same time.Tenth construction projects in the feasibility study and preliminary design review, the construction unit shall app
15、ly to the administrative department of health occupation health examination, and submitted by the health professional agency issued the occupation hazard assessment report, after examination and approval, may apply for other relevant formalities.The administrative department of health shall solicit
16、the opinions of the trade union organizations in the examination of occupational hygiene in construction projects.The site selection and design of the eleventh construction projects must conform to the sanitary standards and relevant regulations of the state and the city.During the trial production of the twelfth construction projects, the
