2、主要特征的新一轮世界产业结构调整正在兴起，我国服务外包产业迎来了良好的发展机遇，逐渐成为重要接包国之一。在国家、江苏省一系列政策的指引下，作为中国制造业高地的苏南各城市也纷纷抢抓机遇，各市的服务外包产业都得到了较快的发展。但是镇江由于经济基础相对薄弱，与苏南其他城市相比，在产业规模与产业竞争力方面还有较大的差距，因此加快镇江市服务外包的快速发展，快速提升服务外包产业竞争力尤其是软件服务外包竞争力，从而带动区域经济发展已经成为摆在业界及学界面前的一个重大课题。本文首先介绍了服务外包的概念和类型，归纳了服务外包产业的特点，并基于钻石理论分析了影响服务外包产业竞争力的因素，并对产业生命周期理论等作了
3、简要的回顾。接下来，分析了镇江市服务外包产业的发展现状，在进行苏南五城市发展模式比较的基础上，运用SWOT分析方法对镇江市软件服务外包产业发展的优劣势进行了定性分析。在综合国内外产业竞争力及其评价指标的相关研究的基础上，根据软件服务外包产业的特点，建立了区域软件服务外包产业竞争力评价理论指标体系。以主成分分析法为基本分析方法，构建了镇江市区域服务外包产业竞争力的评价模型，根据计算结果将镇江市软件服务外包产业与苏南其它城市的服务外包产业竞争力进行对比评价，得到镇江市所处的竞争地位；在判断镇江市产业发展生命阶段的前提下，提出了提升其竞争力的相关建议。并着重进行了以下研究：（1）镇江市软件服务外包产
4、业竞争力评价。一是结合服务外包产业特点，构建区域服务外包产业竞争力评价的指标体系，二是采用主成分分析法利用SPSS软件对苏南五市的软件服务外包产业竞争力进行评价比较。（2）镇江市软件服务外包产业竞争力提升对策研究。依据产业生命周期理论对镇江市软件服务外包产业发展所处的大致阶段进行了判断，然后基于钻石模型理论，针对镇江市软件外包产业的现状提出了竞争力培育的对策。本研究对于深入了解镇江市服务外包产业发展实际，促进该市服务外包产业快速发展，从而改善镇江市产业结构有一定的借鉴意义。关键词：软件服务外包；钻石理论；产业竞争力；评价；发展对策 IAbstractAbstractThe transfer o

At the national, Jiangsu Province, under the
6、 guidance of a series of policies, as Chinas manufacturing cities in southern Jiangsu Heights also have seized the opportunity of service outsourcing industry, municipalities have been relatively rapid development. However, Zhenjiang because of the economic base is relatively weak compared with othe
7、r cities in southern Jiangsu, in the industrial scale and industrial competitiveness, there is still a large gap between other cities. To quickly improve the competitiveness of service outsourcing industry in Zhenjiang, especially in software services outsourcing competitiveness, so as to drive regi
8、onal economic development，has become an important study in front of the guild and academia . This paper firstly introduces the concept and types of service outsourcing industry and summarizes the characteristics of it. Based on the theory of diamond, the factors that will influence competitiveness o
9、f service outsourcing industry are explored, and the theory of industry life cycle is briefly reviewed. And then, it analyses the present state of Zhenjiang service outsourcing industry development, and provides a qualitative analysis on the advantages and disadvantages of Zhenjiang software outsour
10、cing industry development using SWOT method. On the basis of the related research of industrial competitiveness and its evaluation index, combined with characteristics of software outsourcing industry, this paper establishes an evaluation index system of regional software outsourcing industry compet
11、itiveness. With the method of principal component analysis, it constructs evaluation model of the industry competitiveness of Zhenjiang regional software service outsourcing, and according to the statistics, we know the comparison between Zhenjiang and other cities of southern Jiangsu and the locati
12、on of Zhenjiang. Under the premise of life stages of Zhenjiang industry development, related suggestions to improve its competitiveness is put forward in this paper. And the following research is focused on: (1)Evaluation of competitiveness of software services outsourcing industry in Zhenjiang. Fir
13、st is to combine the characteristics of service outsourcing industry, constructing evaluation index system of regional service outsourcing industry competitiveness, and the second is to evaluate the service outsourcing industry competitiveness of five cities in southern Jiangsu, using principal comp
14、onent analysis by SPSS software.(2)Study of countermeasures on how to enhance the competitiveness of Zhenjiang software outsourcing services industry. According to the theory of industry life cycle, developmental stages of Zhenjiang software outsourcing industry is judged roughly, and then based on
15、the theory of diamond model, several suggestions are put forward to enhance competition of Zhenjiang software outsourcing industry.
