Nomancanfullygrasphowfarandhowfastwehavecome,butcondense,ifyouwill,the50,000yearsofmansrecordedhistoryinatimespanofbutahalf-century.Statedintheseterms,weknowverylittleaboutthefirst40years,exceptattheendofthe
5、madvancedmanhadlearnedtousetheskinsofanimalstocoverthem.Thenabout10yearsago,underthisstandard,manemergedfromhiscavestoconstructotherkindsofshelter.Onlyfiveyearsagomanlearnedtowriteanduseacartwithwheels.Christianitybeganlessthantwoyearsago.Theprintingpresscamethisyear,andthenlessthantwomonthsago,duri

Soitisnotsurprisingthatsomewouldhaveusstaywhere
8、wearealittlelongertorest,towait.ButthiscityofHouston,thisstateofTexas,thiscountryoftheUnitedStateswasnotbuiltbythosewhowaitedandrestedandwishedtolookbehindthem.Thiscountrywasconqueredbythosewhomovedforward-andsowillspace. WilliamBradford,speakingin1630ofthefoundingofthePlymouthBayColony,saidthatallg
9、reatandhonorableactionsareaccompaniedwithgreatdifficulties,andbothmustbeenterprisedandovercomewithanswerablecourage. Ifthiscapsulehistoryofourprogressteachesusanything,itisthatman,inhisquestforknowledgeandprogress,isdeterminedandcannotbedeterred.Theexplorationofspacewillgoahead,whetherwejoininitorno
10、t,anditisoneofthegreatadventuresofalltime,andnonationwhichexpectstobetheleaderofothernationscanexpecttostaybehindinthisraceforspace. 11、doesnotintendtofounderinthebackwashofthecomingageofspace.Wemeantobeapartofit-wemeantoleadit.Fortheeyesoftheworldnowlookintospace,tothemoonandtotheplanetsbeyond,andwehavevowedthatweshallnotseeitgovernedbyahostileflagofconquest,butbyabanneroffreedomandpeace.Wehavevowedthatweshallnotseespacefilledwithw
12、eaponsofmassdestruction,butwithinstrumentsofknowledgeandunderstanding. YetthevowsofthisNationcanonlybefulfilledifweinthisNationarefirst,and,therefore,weintendtobefirst.Inshort,ourleadershipinscienceandindustry,ourhopesforpeaceandsecurity,ourobligationstoourselvesaswellasothers,allrequireustomakethis
13、effort,tosolvethesemysteries,tosolvethemforthegoodofallmen,andtobecometheworldsleadingspace-faringnation. Wesetsailonthisnewseabecausethereisnewknowledgetobegained,andnewrightstobewon,andtheymustbewonandusedfortheprogressofallpeople.Forspacescience,likenuclearscienceandalltechnology,hasnoconscienceo
14、fitsown.Whetheritwillbecomeaforceforgoodorilldependsonman,andonlyiftheUnitedStatesoccupiesapositionofpre-eminencecanwehelpdecidewhetherthisnewoceanwillbeaseaofpeaceoranewterrifyingtheaterofwar.Idonotsaythatweshouldorwillgounprotectedagainstthehostilemisuseofspaceanymorethanwegounprotectedagainsttheh
15、ostileuseoflandorsea,butIdosaythatspacecanbeexploredandmasteredwithoutfeedingthefiresofwar,withoutrepeatingthemistakesthatmanhasmadeinextendinghiswritaroundthisglobeofours. Thereisnostrife,noprejudice,nonationalconflictinouterspaceasyet.Itshazardsarehostiletousall.Itsconquestdeservesthebestofallmank
