12、质量提升工程”活动的通知（粤教毕函 201231号）和关于印发广东省示范性高职院校建设项目广东农工商职业技术学院建设方案及任务书的通知（粤农工商职院2013 10号）等文件精神，学院决定启动“大学生创新创业训练计划项目”申报与立项工作。为保障大学生创业训练与实践计划的顺利实施，结合我校工作实际，特制订本工作方案。一、组织机构1、学院成立“大学生创新创业训练计划项目”领导小组（以下简称领导小组），由主管就业的副院长担任组长，成员单位有招生就业处、财务处、团委、各院系。领导小组负责制定工作方案和管理办法，统筹规划各项工作。人员组成如下： 组 长：熊 焰 主管就业副院长 副组长：徐江玲 招生就业处处
13、长成 员：周斌斌 财务处处长 熊嘉逸 团委书记 李向阳 计算机系主任高俊文 机电系主任孔繁正 管理系主任张 凯 财经系主任薛长青 商务系主任陶正平 热作系主任梁 悦 外语系主任罗小平 国际交流学院院长胡建华 艺术系主任陈怡舟 招生就业处副处长领导小组下设办公室，办公室设在招生就业处。招生就业处负责项目的组织工作，并负创业训练项目和创业实践项目的申报评审、中期检查、经费管理、结题验收等工作；财务处负责项目经费配备和经费管理；各院系负责项目的申报与实施；团委负责项目的宣传与交流。2、各院系成立大学生创新创业训练计划工作小组（以下简称工作小组），由各院系主任（院长）任组长，主管教学工作副主任、主管学
14、生工作副主任任副组长，成员包括各专业负责人（含临时负责人、教研室主任）、辅导员（班主任）、学生干部、指导教师等。工作小组负责制订本院系的实施细则，全面组织和落实本院系的大学生创新创业训练计划项目。二、项目申报1、申报时间2013年1月23日到2013年3月1日，在全院范围内组织学生申报大学生创业训练项目和创业实践项目，各院系根据本工作方案，具体落实本部门的遴选和申报工作，2013年3月1日前将申报材料（含申报书、任务书）报送招生就业处。2、申报项目项目类型。创业训练项目和创业实践项目。创业训练项目是学生团队，在导师指导下，团队中每个学生在项目实施过程中扮演一个或多个具体的角色，通过编制商业计划
15、书、开展可行性研究、模拟企业运行、进行一定程度的验证试验，撰写创业报告等工作。创业实践项目是学生团队，在学校导师和企业导师共同指导下，采用有较好的创新基础或前期创新训练项目（或创新性实验）的成果，提出一项具有市场前景的创新性产品或者服务，以此为基础开展创业实践活动。项目负责人。训练计划项目面向学生申报，原则上要求项目负责人在毕业前完成项目。创业实践项目负责人毕业后可根据情况更换负责人，或是在能继续履行项目负责人职责的情况下，以大学生自主创业者的身份继续担任项目负责人。创业实践项目结束时，要按照有关法律法规和政策妥善处理各项事务。学生以团队向学校申请项目，并接受学校的管理，每个团队人数原则上不超
16、过5人，项目组成员必须有明确的分工。学生作为项目负责人原则上只能参与一个项目。鼓励跨专业跨年级申报。项目周期。一年半（2013年3月-2014年9月）。项目指导。学院鼓励校内教师担任大学生创新创业训练计划的导师，并积极聘请企业导师指导学生创业训练和创业实践。创业训练项目的指导教师应具备“双师”素质，具备良好的科研素质和较高的参与热情，创业实践项目的指导教师实行校内和校外“双导师”制。每名教师原则上只能指导一项创新创业训练计划项目。三、立项程序1、学生结合个人兴趣爱好和专业特点进行自主选题，填报广东农工商职业技术学院“大学生创业计划项目”申报表，经指导教师和项目负责人所在院系初审后，报学院领导小组办公室（招生就业处）。2、学院组织相关专家组成评审委员会，本着“公平、公正、择优推荐”的原则，对所有申报项目采取专
