1、抓好五个环节推进干部廉洁自律、勤政廉政工作抓好五个环节推进干部廉洁自律、勤政廉政工作 为认真贯彻党的十六大精神和胡锦涛总书记在中央纪委第二次全会上的重要讲话精神，落实局党委今年廉政工作的各项任务，我所坚持以邓小平理论和“三个代表”重要思想为指导，进一步加强廉政建设和反腐败工作，提出今年工作重点是围绕廉洁自律、廉政勤政抓好“思路、形象、用人、责任、教育”五个环节：、理清思路，用共同目标凝聚人思路是一种创造性的脑力劳动。实践经验告诉我们，思路就是效益，思路就是出路。新的发展思路来源于新的思想解放，要让人看得见，摸得着，体现出党员干部廉政、勤政的精神风貌。工作中，全所党员干部思想正不断解放，认识不断
2、统一，人气不断理顺，人心不断凝聚，党风、政风、行风和干部风气不断好转，使全所的发展有了一个很好的思想基础，展现了一个崭新的精神面貌，形成了一个声音喊到底，一件事情干到底，一有歪风查到底的良好局面。特别是党员干部增强了四个方面的意识。一是服务意识。二是垂范意识。三是执法意识。四是质量意识。“各项工作高起点，团结拼搏创效益”成为全所党员、干部的自觉要求。、提高领导水平，用良好形象感召人我所始终把江总书记提出的“不断提高领导水平和执政水平，不断增强拒腐防变能力”的要求作为党风廉政建设的重点，从健全制度入手，严格按照制度规定的职责范围议事规划、决策程序办事，坚持集体决策、规范运作，集中集体智慧，想大事
3、、议大事、抓大事、定大事，增强决策的民主化和科学化。并把廉政勤政教育作为领导干部的必修课加以安排，列入日常学习内容，注重发挥“排头兵”作用，以身作则，严以律已，做到“治下先治上，正人先正已”。、加强队伍建设，用正确的导向激励人近几年来，“吏治腐败，司法腐败”成为群众反映的热点问题，我所认为：能否用好干部是党风廉政建设的关键。今年干部工作一是坚持了三个观点。即坚持实践的观点：把干部放到实践中摔打，放到困难环境中磨炼，看干的怎么样；坚持一分为二的观点：全面客观地看干部，不搞“一好遮百丑”，不搞一棍子打死；坚持发展的观点：强调看干部现实表现，干部的潜质、潜能，不用终点标准要求，为年青干部脱颖而出创造
4、了良好氛围。二是把握了一个导向。我所在选用干部时注意向年青干部倾斜，向踏实苦干干部倾斜，向重点建设倾斜，调动了党员干部的积极性。、落实廉政责任制，用肩负的责任约束人年初，局长与我所签订党风廉政建设责任书，明确党风廉政建设的要求、任务与目标。随即，所领导以“一把手负总责”，分别与所班子成员签订二级责任书，形成书记负总责，党政一把手亲自抓，班子成员分别确定自己的工作联系点，分工抓，把党风廉政建设工作纳入“两个文明建设”目标管理，坚持经常抓，抓经常的做法，形成了一级抓一级，一级管一级，一级对一级负责的良性循环。、强化廉洁教育，用党的纪律规范人今年以来，所非常重视干部的党风廉政教育工作，将其视为提高干
5、部素质，增强干部拒腐防变能力的突破口，认为教育是“生产性投入”，而不是“消费性支出”，普遍加大了教育力度。在教育内容上，注重系统性。今年以来，组织党员干部系统学习了党的十六大报告，观看影片邓小平，引导党员干部树立正确的世界观、人生观、价值观，增强“免疫力”坚定了理想信念，增强了廉政勤政的意识。在教育形式上，注重灵活性。采取多种多样的形式，以正面引导、正面教育为主，通过宣传窗，宁波质量技术监督信息网、文件传阅等渠道进行宣传教育，做到警钟常响。在教育成果上，注重实效性。一是要求领导干部带头学。二是坚持理论联系实际，不搞空洞说教，力求解决实际问题。comprehensive coordination
