3、试验40附件6 技术服务和联络421 卖方现场技术服务422培训433设计联络会4353附件1 技术规范Appendix 1 Technical specification1 总则Genaral1.1 本规范书技术协议适用于国电建投内蒙古能源有限公司布连电厂一期2660MW超超临界燃煤空冷机组的汽轮机高低压液动旁路装置（高旁为250%容量、低旁暂定为232.5%容量），本次投标的汽轮机高、低压液动旁路装置为整套（含电气、控制元器件）进口产品。它提出了该设备的功能设计、结构、性能、安装和试验等方面的技术要求。The specification is suitable for the HP, LP
4、 bypass system of Bulian Power Plant, 2 x 660 MW unit (HP: 2 x 50% capacity; LP: 2 x 32.5% capacity). Turbine HP-LP bypass sytem is a complete import system (including electrical and control devices). It provides the technical requirements of the function design，construction，performance，erection and
5、 the testing for the bypass equipment.1.2 本规范书技术协议提出的是最低限度的技术要求，并未对一切技术要求作出详细规定，也未充分引述有关标准和规范的条文。卖方保证提供符合本规范书技术协议和相关的国际、国内工业标准的优质产品及其相应服务。对国家有关安全、环保等强制性标准，均必须满足其要求。The minimum technical requirement in this technical specification proposed and does not specify all technical requirements and applicabl

The Seller shall provide a set of high quality product and corresponding service that meets this technical specification and the listed standards, and also the mandatory standards related to national security and environmental protection, etc. 1.3 如买方有除本规范书以外的其他要求，应以书面形式提出，载于本规范书。The bu

8、cording to this agreement1.5 4 本规范书技术协议作为订货合同的技术附件，与订货合同正文具有同等效力。This technical agreement will be as the technical attachment of the contract and will be the same effect as the original contract1.6 5 卖方对汽机高低压旁路装置的成套设备（含辅助系统与设备）负有全责，即包括分包（或采购）的产品。在签订技术协议时，由买方确定分包（或采购）的产品制造商。The seller shall be fully
9、responsible for the turbine HP/LP bypass equipment (including auxiliary system and equipment), and the sub-contracted (or purchased) products. The seller of the sub-contracted (or purchased) products shall be approved by the buyer during the contract signing .1.8 6 本工程采用统一的KKS编码标识系统，编码范围包括卖方所供系统、设备和
10、主要部件。卖方在设计、制造、运输、安装、试运及项目管理的各个环节使用KKS编码。KKS编码原则和方法由买方确定，具体在设计联络会上确定由设计院提供内容包括编码使用的规范、完整、统一。编码原则和方法由买方确定。The KKS numbering will be used. It applys to all supplied system, equipment and main parts. Seller will use KKS code for the design，fabrication，transportation，installation，trial operation and proj
11、ect management. DLM will provide specification, completeness and unification of KKS code. The principal of the KKS numbering will be provided by buy.1.97 在合同签定后，买方有权因规范、标准、规程发生变化而提出一些补充要求。在合同技术协议签定后，买方有权因规范、标准、规程发生变化而提出一些补充要求，买卖双方共同协商解决，。在设备投料生产之前，卖方在设计上予以修改，由此引起的费用变化在合同总价的0.5 以内时，合同总价不作调整；若超过合同总价的0
