6、h we will design, build, and put into operation, will deliver the value and objectives set forth in the Business Statement of Requirements. 本文件明确了质量管理体系，它将保证 业主项目管理团队（OPMT）将装置按商业要求说明中陈述的价值和目标进行设计、建设并投入运行。The QMS will be built to meet the intent of GB / T 19001-2008 (idt ISO 9001:2008）, and will inco
7、rporate statutory and regulatory requirements of the Chinese National and Local Government. Using this structured QMS will provide assurance to OPMT Directors and CCPHC that the Facilities delivered by the OPMT will建立的质量管理体系要符合GB / T 19001-2008(等同于ISO 9001:2008)的意图，并将包含中国国家和当地（重庆市）政府的法律法规和规章要求。 使用本结

9、Project Team to execute the CCPHC PROJECT in accordance with a Quality Management System which complies with GB/T19001:2008 （equivalent to ISO 9001:2008）and in compliance with Project QA Requirements as defined in this document and associated procedures. In doing so NCPP OPMT will honour the followi

11、the society.质量是成功的保障，品质卓越是对社会的贡献。OPMT Quality Objectives OPMT质量目标Our primary objective is to deliver a safe, functional facility, meeting the objectives set forward in the Business Statement of Requirements. The key to doing this effectively is to get things right the first time, which is achievable
12、 when attention is paid throughout the project life cycle, to planning and implementing a scope of work to defined parameters, to measuring and assessing the work according to specific regulations, procedures, and requirements, and note and take action - where improvements are required, before conse
13、quences result. 我们的主要目标是建设一个安全可靠、功能齐全的综合性化工企业，实现重庆化医在其商业 要求声明中提出的各种目标。要切实完成这一任务，关键在于一次性把事情做正确。而要把各种事情一次性做好，就要求我们在项目的整个寿命周期中，在结果发生前，在需要改善的环节采取措施，根据特定规范、程序、要求、及注意点来计划及落实定义参数的工作范围、测量及评估工作。To meet this primary objective requires that all efforts and activities of the OPMT, inclusive of the core Departme
14、nts, Functions, Projects, Contractors, Subcontractors and Suppliers be organized such that factors affecting the quality of the services provided or the facilities to be designed, supplied and constructed - be oriented towards the elimination, reduction, and prevention of deficiencies.为了实现这一目标，要求OPM
