3、了新的机遇。但与此同时，随着关税壁垒以及传统的非关税壁垒作用的日益减弱和人们对生态环境的重视，发达国家为保护其国内市场，凭借其在科技、管理、资金及环保等方面的优势，以保护自然资源、生态平衡和人类健康为由，推出了一种新的非关税贸易壁垒绿色贸易壁垒。由于我国长期忽视环境保护的重要性且科学技术水平也比较落后，在短时期内很难达到发达国家的环境保护标准，因此使我国的农产品出口频繁遭遇绿色贸易壁垒的限制，给我国农业的发展及国民经济的发展带来了不利的影响。本文正是在我国农产品出口遭遇绿色壁垒的背景下，首先从绿色贸易壁垒相关理论出发，结合已有的研究成果，对绿色壁垒的概念、特征和发展趋势进行了综述，为以后的分析
4、打下良好的理论基础；然后介绍我国农产品出口贸易的现状，分别从内外因两个方面来分析我国农产品出口遭受绿色壁垒冲击的原因，其中内因部分包括环境保护和消费者的选择更加理性与贸易保护主义日益严重，外因部分阐述了农业的生产经营方式落后与农产品质量保障机制不完善；接着客观的分析归纳了绿色贸易壁垒对我国农产品出口的积极影响及消极影响；最后针对以上分析，分别从采用国际标准推动我国农产品出口、构建农产品应对绿色贸易壁垒的预警机制、重点发展我国的生态农业等政府宏观层面和提高农产品国际认证的主动性、农产品的品质符合市场的需求、扩大目标市场的范围等企业的微观层面提出我国农产品出口应对绿色贸易壁垒的切实有效的对策。关键

14、enceIII山西财经大学毕业论文（设计）1前言近年来，以中国为代表的发展中国家经济保持了强劲的增长势头，对外出口贸易持续走强，而以美国为首的发达国家经济低迷不振，贸易逆差不断扩大，再加上经济发展问题、贸易保护问题和环境问题等交织在一起，各国出口压力不断增大，市场矛盾日益突出，为了保护国内市场，这些国家的贸易保护主义开始抬头。虽然国际贸易走向自由化，各种关税和非关税壁垒已进一步削弱，贸易的透明度也进一步提高，使得现存的非关税壁垒受到严格的限制。但是，随着可持续发展思想的产生，环保问题越来越受到人们的高度重视，所以许多国家尤其是发达国家便以环境保护为借口，通过国内立法，从技术标准、环境标志、包装
15、制度、卫生检疫制度等方面构筑非关税的“绿色贸易壁垒”， 对进口产品设置贸易障碍，进而限制甚至是禁止其他国家的产品进入本国市场。中国作为一个贸易大国，正处于资源高需求的发展阶段，由于经济和技术水平有限，受到绿色贸易壁垒的不利影响更深，尤其是我国的农产品受到了绿色贸易壁垒的严重冲击，这对于我国的农产品走向世界并争取国际市场相当不利，并且会影响到农业产业结构的调整以及农民增收。到底什么是绿色壁垒，为何我国的农产品会遭受绿色壁垒的冲击，绿色壁垒对我国农产品出口都是消极的吗，应对绿色壁垒我国又该采取哪些有效的措施，在此，本文将给您一一解答。2 绿色贸易壁垒概述2.1 绿色贸易壁垒的概念绿色贸易壁垒(Green Barriers, GBs)作为我国对外经济贸易领域近些年出现的新词汇，己经被广泛的应用和接受，然而对绿色贸易壁垒概念的界定，却没有权威的定义1。国外则多把绿色壁垒作为技术性贸易壁垒的一种形式，主要是对技术性壁垒进行研究。我国对绿色贸易壁垒概念的界定也没有达成一致，主要的观点有两种：一种观点认为绿色贸易壁垒主要为了强调保护自然资源以及所有生物（包括人）的健康，并不是刻意设立的贸易障碍；另一种观点则认为绿色贸易壁垒是贸易保护者在贸易保护名义下实施贸易保护的贸易措施。国内广泛被采用的绿色贸易壁垒的定义是张锡暇所提
