2、合理等与现代项目管理要求之间的不相适应处 之后本文以上海电力设计院为例 在对其进行市场环境 社会和经 济环境 设计产品特征及设计生产过程等项目管理环境分析的基础上 针对上海电力设计院生产组织模式 项目信息交流 项目控制过程中存 在的问题 提出了改善项目管理的主要方法 确立项目管理的中远期目 标 实行矩阵式项目管理组织模式 建立项目管理规章制度 完善本企 业的工序资源消耗定额体系 设立项目管理机构等 并介绍了上海电力 设计院在这些方面的实践概况 本文还阐述了包括上海电力设计院各级项目管理组织机构的职责和 权限在内 从设计项目前阶段开始直至设计项目结项为止的项目管理过 程详细方案 结合项目管理理论
3、中关键路径法 挣值原理等项目控制核 心技术探讨在上海电力设计院实行科学 高效的项目计划控制 质量控 制 成本控制的各种方案 详细介绍了上海电力设计院目前实施的项目 负责人绩效考核方案 其中包括绩效考核的组织工作 依据平衡记分原 则针对项目总体情况以及项目负责人分别制定的绩效考核模式以及绩效 考核的实际结果和取得的经验 最后本文结合上海电力设计院项目管理实行的情况 集中探讨了实 行项目管理制后在设计单位中由于变革引发的诸如项目经理与职能经理 争权 项目经理授权不足等一些矛盾和冲突 并对这些问题做出了一定 的分析 提出了解决的原则 关键字 项目管理 电力设计 设计管理 THE RESEARCH A

6、D does not adapt to the actual need of Project Management due to being influenced by planned economy system for a long time on the basis of the collection of the literature communicating with the same trade experts and the observation of the local enterprise Secondly the paper takes SEPD as an examp
7、le to analyze the market environment social and economic environment and characteristics of the products and the procedure of design To solve the problems existed in the production-organization communication of the project information and project control procedure the author tables the proposals tha
8、t the enterprise should set the long-dated goal and practise the Matrix organization and establish the rules and regulations about Project Management and develop the statistic system of the resource ration of the designing-procedure The article presents the general situation about the practice of th
9、ese aspects The paper also expatiates on the detail scheme of whole project management procedure including the function and limits of all levels in the SEPD project management organization and probes into some high efficient control schemes about plan quality and cost on the basis of CPM and EV the
10、core technology in Project Manager theory The detail scheme of performance appraisal carried out in SEPD was introduced in the paper including the performance evaluation team the performance evaluation mode based on the balance score principle for the performance of a project and a project managers
11、performance And the paper also presents the result of the performance evaluation and the experience gained from it Finally as a result of the management reform some contradiction and problems such as the conflict between the project managers and functional managers or the lack of formal authority to
12、 the project managers emerges The paper focuses on it and advances some methods to try to solve it KEY WORDS project management electric power design management of consultant 前言 我国的项目管理研究和实践工作可以说发端于电力基本建设的过程中 20 世 纪 80 年代中期受鲁布革电站建设管理模式的冲击 我国工程投融资体制 建设管 理体制发生了重大的变化 逐步推行 项目法 施工和建设项目监理制 提高了 管理水平和经济效益 社会效益 项目管理也逐步在我国得到重视和应用 在大 型电力基本建设领域如二滩水电站的建设 三峡水利枢纽的建设中等都取得了不 俗的项目管理业绩 但在处于电力基本建设龙头地位的电力设计行业中 尤其是 中小型电力设计企业的项目管理工作还只有刚刚开始 在计划经济体制下 我国的电力设计行业一般被分割成跨省市的原电力部直 属设计院 各省及直辖市电力设计院及各大中城市供电设计院三个群落 并分别 在各自划定的地域及专业领域中从事电力设计工作 长期以来我国的电力设计单 位都是以机关事业单位的形式进
