3、生产得到巨大发展。中国幅员辽阔、地大物博，农业生产区域特色浓厚，农产品数量和种类都名列世界前茅。然而，中国老百姓的餐桌上是不是每天都能够吃到安全放心的农产品呢？自加入世贸组织，国际市场的激烈竞争为我国农产品质量安全敲响绿色警钟。社会在进步，人们对农产品的质量需求也在进步。由于我国农产品法律体系不完善、检验水平不高、监管力度不强，农产品质量安全问题频出，严重影响了中国声誉，制约我国农产品出口，也对广大消费者的身体健康造成一定威胁，因此“农产品质量安全”这一概念一经提出，立即得到全社会的高度重视。莱阳市是山东省的农副食品加工大市，莱阳梨、龙大肉食品、鲁花花生油更是享誉国内外。农产品质量安全事件的发
4、生不仅仅影响市场运行，侵害消费者利益，也会使得农民增收困难，品牌效应下降。在全国关注农产品安全的大背景下，莱阳市为更好更快地发展经济，确保农产品相关产业的运行有序，紧抓质量安全体系建设没有松懈。本文以莱阳市为视角，研究莱阳市农业发展的特点，农产品质量安全区域化管理组织机构的构成和职责，总结莱阳市取得的成绩，分析国内外特色，借鉴先进经验，通过分析莱阳市农业经济发展情况、农产品加工龙头企业情况数据，研究国内外文献，概括莱阳市农产品制度体系建设方面的成果和特色，找出不足之处，提出几点科学建议。主要观点在于加强农产品质量安全管理体制、技术服务、检测体系，旨在提高莱阳乃至全国的农产品管理水平，对应对复杂

Inadequate legal system of Chinas agricultural products, the test level is not high, supervision is not strong, the quality and safety of agricultural products an
9、d frequent, seriously affecting the reputation of China, which restricts the export of agricultural products in China, caused by a certain threat to the physical health of consumers, quality and safety of agricultural products, the concept has been proposed, immediately attaches great importance to
10、the whole society. Laiyang City of Shandong Province, agro-food processing, Pear, dragon meat, Lu peanut oil is renowned at home and abroad. Agricultural products quality and safety incidents not only affect the operation of the market, against the interests of consumers, will make the farmers incom
11、e difficulties, brand decline. In the context of national concern the safety of agricultural products, Laiyang better faster economic development, ensure the orderly operation of the agricultural industry, clutching the quality and safety system did not let up.
