1、2022年度中央政扶贫资金工程施行方案20_年度中央财政扶贫资金少数民族开展资金工程施行方案工程名称： 少数民族特色村寨保护与开展试点工程资金类别： 少数民族开展资金 工程申报单位： 泗阳县民族宗教事务局 工程承当单位： 泗阳县城厢街道东风居委会 二O一二年四月一日关于申报东风村为20_年度少数民族特色村寨保护与开展试点工程的请示省民委：根据关于申报20_年度少数少数民族特色村寨保护与开展试点工程的通知文件精神，我们在充分调查研究的根底上，决定申报城厢街道办东风村为20_年度少数少数民族特色村寨保护与开展试点。现将有关情况报告如下：根本情况东风村位于江苏省宿迁市宿迁市泗阳县城厢街道东南，是少数
2、民族集中居住地方，该居委会位于众兴、卢集、李口三镇交界处，高松河西邻，徐淮盐高速公路从中而过，交通便捷，有独特的区位优势，全村1234户，5016口人，其中少数民族378户，1649人，占全村人口的32.9%，可耕地面积4860亩，20_1年3月被江苏省政府认定为少数民族聚居村。回族群众世居于此，散居在全村。村内有一座寺以及一所回民小学-东风民族小学。近年来，东风居委会在各级领导的关心、有关部门的帮扶下，蔬菜大棚种植，水产养殖等高效农业已初具规模。该村人均年收入8735元，贫困户412户，人均年收入2356元，少数民族贫困人口56人，人均年收入2120元。建立特色村寨和开展试点工程优势一是县、
3、镇两级党委政府高度重视民族村工作。近年来，泗阳县在全力抓好三个文明建立的同时，认真贯彻落实党的民族政策。特别是以抓好东风村少数民族聚居村的建立以促进民族工作上台阶。通过建立民族工作县、镇、村三级网络，落实民族工作二级责任制，充分利用中央和省级财政扶持少数民族的优惠政策，积极向国家、省、市争取资金，实在加强对工程资金的有效管理，发挥了国家政策的放大效应，有力促进了该村经济和社会相貌的改良。与此同时，还多方争取资金，为该村建成新村部，改造道路、桥、涵、闸、坝等根底设施，增加了高效农业种植的保险系数，进步了东风村消费生活条件。二是村级组织领导有力。村干部整体素质高，人员装备齐全，工作积极，在村支书臧
4、艺为首的领导班子团结和带着全村干部脱贫致富奔小康。可以发挥先锋模范作用，工作上得到县、街道两级充分肯定和大力支持，村里建立了党员活动室、村民活动室和维稳工作是，村各项工作扎实有效开展。三是群众消费生活程度实在改善。20_年该村人均收入1500多元，经多年开展，不断完善根底设施建立，开展特色产业，促进科技、教育、文化、卫生等各项事业开展，东风村群众经济生活程度和村容村貌有了较大的进步，2022年人均收入已达9350元。近年来，该村加强设施的建立，满足群众对道路、供水、用电的需求。全村均已完成农网改造工程，村民用上平安可靠的消费、生活用电，吃上流动干净的自来水。四是资优势得到有效开发。近年来，在泗
5、阳、城厢两级党委政府和各级民委的大力支持下，该村为尽快改变东风村落后的状况，依靠当地交通便利和水系兴旺以及耕地肥沃的优势条件，确立了“开展蔬菜大棚种植富民、大力兴办工业经济壮村”的开展思路，积极将本地传统农业向高效农业开展，利用招商引资带动本地区经济开展。东风村境内蔬菜大棚林立，面积达300多亩，种植青椒、西瓜、莴苣、豆角、黄瓜、西红柿、黄秋葵等农作物，年产500多吨，销往南京、苏州、上海等大中城市。目前，东风村有蔬菜合作社4个，大棚种植户60多户，亩均纯收入达6000多元，大棚种植已成为该村的支柱产业，有力的带动了局部少数民族脱贫致富。几年来，通过上级的帮助和自身的努力，少数民族的消费和生活
6、得到极大的开展和改善，但是仍然和其他地区存在一定的差距，为了得到上级部门在政策、资金、工程等方面更多、更大的扶持和照顾，进一步加快少数民族群众脱贫致富的步伐，特向上级部门申请将东风村列为少数民族特色村寨和开展工程试点村。并申请施行如下工程：主要申报内容和施行工程为彰显和恢复东风村伊斯兰回族村，方便回族群众过宗教生活，对现有村落进展康居示范小区建立。争取用3年时间规划建立东风康居示范小区，建成有民族特色的新式集中居住区。同时，进一步扩大蔬菜大棚种植，加快村民少数民族群众脱贫致富步伐，努力把东风村建成经济开展、社会进步的有浓重伊斯兰特色的新农村。20_年主要建立内容和工程如下：新建社居民集中点1个
